The regulator has granted firms in the industry as well as agriculture and forestry sectors energy tax privileges under surplus settlement that require an appropriate quid pro quo in order to fulfil state aid regulations. This study quantifies energy saving potentials and discusses four scenarios how the privilege may be coupled to fulfilling energy efficiency targets. We stress the role of energy management systems which may reveal energy saving potential previously concealed.
