Cluster-Seminar Öffentliche Finanzen und Lebenslagen Family-Friendly Workplaces: Selection and Satisfaction

We exploiting two unique data sources, a linked employer-employee dataset and a dataset on families in Germany, to analyze the effect of a change in firm family friendliness on workforce composition and worker satisfaction. We focus on two types of family friendly policies: The offer of childcare services and flexible working hours. Combining fixed effect and matching methods to account for selection effects we find some evidence for a stronger increase in the fraction of women in firms which introduced a family friendly policy. The effect is in particular strong for childcare services in East Germany. Satisfaction with work and care are also affected. Flexible working hours, if at all, only set incentives for higher educated women to choose a specific employer.

Cluster-Seminar Öffentliche Finanzen und Lebenslagen The Role of Time Preferences in Educational Decision Making

The purpose of this paper is to evaluate the role time preferences play in educational decision making. In the presentation, I introduce a dynamic structural life-cycle model in which a forward-looking decision maker makes periodical decisions between continuing schooling and exiting to the labour force. The strategy of the underlying paper is to solve and estimate two versions of this model, one with an exponential, one with a hyperbolic discount factor, and compare subsequent model fit and outcomes from policy simulations. In the presentation, I show the solution to the exponential version and some cautious results of first estimation under some very basic specifications.

    Cluster-Seminar Öffentliche Finanzen und Lebenslagen The Freedom of Others: On Behavioral Responses to Mass-Releases from Prisons in the German Democratic Republic (East Germany)

    Using a wide range of administrative criminal, prison, and police records from the GDR, the paper estimates the incapacitation effect on crime. The paper analyzes a unique quasi-natural experiment: A collective pardon of essentially all GDR prison population in 1987. An instrumental variable strategy is applied to relate crime and recidivism rates to pardon-induced releases from prison. Preliminary results indicate a significantly higher probability of crime and recidivism after the pardon. Interpreting changing levels in incapacitation in a non-democratic state as varying rates of repression the paper contributes to both, the literature on crime and democratization. (research idea)

    BeNA - Seminar für Arbeitsmarktforschung Skills, Occupational Choice, and Educational Attainment

    Abstract: Miriam Gensowski proposes a model of educational choice in which the formation of wage expectations accounts for anticipated occupational choices as well as education levels. Occupations are characterized as bundles of tasks that are explicitly linked to multi-dimensional abilities and personality traits. These traits are measured in Project Talent data that I augment with information from the Dictionary of Occupational Titles. The importance of skills is contrasted with the influence of parental background in this mutually dependent decision.

    Cluster-Seminar Öffentliche Finanzen und Lebenslagen Early retirement disincentives: Effectiveness and implications for distribution and welfare

    This paper evaluates the effectiveness of early retirement disincentives that have been introduced in Germany and investigates the distributional and welfare implications. Therefore, we set up a detailed model of the German social security and tax system with special focus on the PAYG-pension system. Building on the fact that the institutional changes were phased in - impacting birth cohorts to a different degree - we are able to estimate the parameters of a structural dynamic retirement model. This enables us to analyze whether and to what extent disincentives are able to steer retirement behavior. The estimates are based on high quality administrative data. We also compute changes in Gini coefficients of expected remaining lifetime consumption as well as equivalent and compensating variations to assess welfare effects. Furthermore, we discuss if recently introduced subsidies for private old age provisions are adequate to compensate the associated welfare losses.
