Human trafficking: Germany only average when it comes to protecting victims

Abstract:
The recently released 3P Anti-trafficking Policy Index shows that policy performance against human trafficking demonstrates mixed results worldwide during the period of 2000–2011. Most countries have adopted anti-trafficking law in their legal systems and committed to criminal justice (prosecution policy). Preventive efforts against the crime (prevention policy) are also high. However, many countries fail to ensure the human rights protection of victims (protection policy). In the recent years, Germany also neglects recognizing victims and granting them amnesty. In 2011, the protection policy of Germany is evaluated as ‘modest (score 3)’ only, while the levels of its prosecution and prevention policies are ranked as ‘adequate (score 4)’ and ‘strong (score 5)’, respectively.
