The EU Council in March showed the continuing difficulty of agreeing on an EU 2030 strategy. Why has progress on energy and climate policy been so difficult? Michael Grubb will present insights from a new book with Jean Charles Hourcade and Karsten Neuhoff, developing a new framework to explain how climate and energy challenges can be tackled more effectively - whilst containing energy bills. The book maps out three domains of decision-making each of which involves different actors, processes and theoretical foundations, implying three pillars of action. Far from competing, only packages spanning all three are politically credible and stable: Together, the combination can change our present destructive course and dissolve the conflict between the economy and the environment, potentially benefiting both in the process.
