Mit diesem Ansatz lassen sich die unterschiedlichen Integrationseigenschaften der beteiligten Variablen erfassen. Die Ergebnisse basieren auf panelökonometrischen Verfahren, die die Interdependenzen zwischen den Ländern mit berücksichtigen. Private und staatliche Kapitalstöcke stehen in einem langfristigen Zusammenhang, sind also kointegriert. Allerdings sind die Abweichungen vom Bestandsgleichgewicht nicht (trend)stationär, sondern enthalten noch eine Einheitswurzel. Gleichwohl können sie genutzt werden, um das Erklärungsmodell für die privaten Investitionen zu verbessern. Standardansätze des Investitionsverhaltens, die als Erklärungsgrößen das Bruttoinlandsprodukt und den Realzinssatz enthalten, lassen sich verbessern, wenn zusätzlich die Abweichungen vom Bestandsgleichgewicht berücksichtigt werden. Insgesamt dürfte die schwache staatliche Investitionstätigkeit die privaten Investitionen und das wirtschaftliche Wachstum in der Eurozone restringiert haben. %X This paper explores the long-term relationship between public and private investment in the euro area. A stock-flow approach is proposed to control for the integration properties of the variables. Panel econometric techniques including international spillovers are employed. Private and public capital stocks are cointegrated. However, the residuals from the stock equilibrium are not (trend) stationary, but rather include a random walk component. Nonetheless, they can be exploited to improve the model for private investment flows. In fact, standard models that include private investment flows, GDP, and the real interest rate are only valid if the deviations from the stock equilibrium are considered. The corresponding error correction equation is well behaved, as deviations from the stock relationship are crucial for explaining the changes in private investment. Juli 2015 hat Griechenland die Chance eröffnet, wieder zu Wachstum und Nachhaltigkeit zurückzukehren. Dies setzt allerdings voraus, dass es die notwendigen Schritte unternimmt, um die Reformen fortzusetzen. Die griechische Regierung und ihre Partner (Europäische Kommission, Europäische Zentralbank und Internationaler Währungsfonds) sind gemeinsam zu der Einsicht gelangt, dass der Erfolg der wirtschaftspolitischen Maßnahmen von der Sozialpolitik abhängt. Reformen sollten nicht als eine Frage von mehr oder weniger Regulierung, sondern von guter oder schlechter Regulierung begriffen werden. Die Förderung produktiver Investitionen stellt eine der wichtigsten Triebkräfte für die Erholung und den produktiven Wandel dar. Zudem sollte es für die griechische Regierung zu den dringendsten Prioritäten gehören, gefährdeten Gruppen direkte Unterstützung zukommen zu lassen, um so die Auswirkungen der Wirtschaftskrise abzufedern und den Boden für künftiges Wirtschaftswachstum zu bereiten. %X The historic decision at the Euro Summit on July 12, 2015, to continue supporting Greece as a member of the EU and the euro family, provided Greece the chance to return to growth and sustainability, provided it takes the necessary steps to continue with its reforms. Jointly the Greek government with its partners (European Commission, European Central Bank and the International Monetary Fund), agreed that the success of economic policy decisions would be determined by the concentration on social policies. Policy initiatives should view reforms not as a debate between more versus less regulation, but rather as a matter of good versus bad regulation. Encouraging productive investment represents one of the main engines to sustain not just recovery but also promote productive transformations. Im zweiten Schritt werden Vorschläge entwickelt, mit denen die noch immer vorhandenen Investitions- und Exporthemmnisse weiter abgebaut werden können. %X While Greece’s poor record on investment and exports predates the crisis, the deep economic recession has made addressing long-standing weaknesses a priority. This paper takes a closer look at selected structural reforms that are critical for bolstering investments and exports in Greece. We investigate the areas of licensing, competition, professions, land use, and trade facilitation. In all areas significant progress has been made since 2010. However, many reforms are only partially implemented and with delays. Dieser Anstieg trug zu einem fast vollständigen Einfrieren des Immobilienmarktes, zu einem Verfall der Immobilienpreise und zu einer Vertiefung der Rezession bei. Unter konservativen Annahmen lässt sich schließen, dass die VSI die Arbeitslosigkeit um 70 000–100 000 Personen pro Jahr erhöht hat. Die Nettowirkung auf die Haushaltseinnahmen war eher negativ. So hat die Erhöhung der VSI zu erheblichen Steuerverlusten geführt, weil die Ausgaben der Haushalte und die Investitionen in den Hausbau verringert wurden. Das Einfrieren des Immobilienmarktes verhindert, dass Haushalte die in ihrem Grundbesitz enthaltenen Ersparnisse bekommen, um Steuern und andere Schulden zahlen zu können. Diese fehlgeschlagene Politik fußt letztlich in einer mangelnden ökonomischen Analyse, einer fehlenden Beobachtung des Immobilienmarktes sowie kognitiver Voreingenommenheit. %X During the Greek crisis the wealth tax on real estate (WTRE) was increased four-fold as a percentage of GDP in order to boost fiscal revenues. This increase contributed to an essentially complete freeze of the real estate market, a considerable drop in real estate prices, and a substantial deepening of the recession. Using conservative assumptions, we calculate that the WTRE increases unemployment by 70,000–100,000 persons yearly. Perversely, the net effect of the WTRE increase on fiscal revenues has been, at best, slightly positive if not quite negative, as the WTRE induces large tax losses by lowering household spending and housing investment. Moreover, the real estate market freeze prevents households from accessing their savings embodied in real estate in order to counter the recession’s negative effects, and pay taxes and other debts. Dazu haben verschiedene Probleme beigetragen, wie etwa die steigenden staatlichen Ausgaben und der Verlust der internationalen Wettbewerbsfähigkeit. Letzteres hat unter anderem zu hohen Haushalts- und Handelsdefiziten geführt. Seit Ausbruch der Krise ist die Wirtschaft um rund 30 Prozent geschrumpft. Die Arbeitslosigkeit ist auf 25 Prozent gestiegen. Die beiden Entwicklungen sind auch eine Folge der Sparmaßnahmen, die für den Erhalt der Rettungspakete von Europäischer Union (EU) und Internationalem Währungsfonds (IWF) notwendig waren. Auch der Gesundheits- und der Bildungssektor sind von der Kürzung der staatlichen Ausgaben betroffen, diese sind um mehr als ein Drittel gesunken. Der Artikel untersucht die Entwicklung in den beiden Sektoren seit Anfang der 2000er Jahre. Eine Kombination aus Verzögerungen, mangelnder Durchsetzung und Rücknahme von dringenden Reformen haben die Beseitigung von strukturellen Schwächen verhindert. Qualität und Bezahlbarkeit der Versorgung sind schlechter geworden, und der Zugang zu den Systemen ist schwerer geworden. Sowohl dem Gesundheits- als auch dem Bildungssektor fehlen die notwendigen Aufsichts- und Bewertungsmechanismen, um die Qualität der Dienstleistungen für die Nutzer zu gewährleisten. Auf der Angebotsseite fehlen Mechanismen zur Kostendämpfung und zur Effizienzsteigerung, die eine Verschwendung von Steuergeldern verhindern könnten. Insgesamt hat Griechenland ein Bildungs- und Gesundheitssystem mit hohen Kosten und geringer Leistungskraft. Mit der Wirtschaftskrise ist die Situation noch schlechter geworden, da sinkende Pro-Kopf-Ausgaben für Bildung, Gesundheit und soziale Absicherung zu einer Absenkung der Ansprüche geführt haben und gleichzeitig die Belastung für Auslagen, Nutzergebühren und andere Ausgaben gestiegen sind. Um eine umfassende Reform zu erreichen, ist die Einführung unabhängiger Regulierungsinstanzen erforderlich, die nur dem Parlament verantwortlich sind und in effektiver Weise die Aufsicht über Qualität und Kosten im Gesundheits- und Bildungssektor ausüben können. %X In 2010 the Greek economy entered a deep economic crisis. This was the result of an accumulation of structural problems in the economy, including overspending and loss of competitiveness during the previous decades, translating into persistently large budget and trade deficits. In 2015, under its third EU and IMF bailout, Greece has entered a spiral of depression that has led to its economy shrinking by one-third and unemployment skyrocketing to more than 25 percent, both a result of the austerity measures introduced as required to receive bailout funding. As a consequence, the health and education sectors have each experienced a reduction in public spending of more than one-third. We look at these two sectors before the crisis in the early 2000s, finding that a combination of delays, lack of enforcement, and reversals of urgently needed reforms resulted in obvious weaknesses not being corrected. This has prevented these two systems from delivering the social principles of equity in provision, equal opportunities for all, universal coverage, accessibility, and affordability. Healthcare and education both lack oversight and evaluation mechanisms to ensure quality of service for its users. Additionally, there are no cost containment/efficiency mechanisms on the procurement side to avoid wasting taxpayers’ money andvaluable resources. This means that Greece has high cost/low outcome education and health systems. Die Autoren stellen dar, dass Griechenland im Verlauf der Reformen weder seine strukturellen Schwächen überwunden noch Exportbranchen hervorgebracht hat, die zum Wachstumsmotor hätten werden können. Sie kommen zu dem Schluss, dass Griechenlands sektorale Strukturen nach wie vor ein geringes Maß an industrieller Entwicklung aufweisen und der Dienstleistungssektor im EU-Vergleich unterdurchschnittlich leistungsfähig ist. The authors show that Greece neither overcame its structural weaknesses nor developed export industries as a driver of growth in the course of reforms, and they conclude that Greece’s sectoral structures still mirror a low level of industrial development as well as a service industry with a below-average growth performance compared to other EU countries. Greece’s composition of exports exhibits a limited growth and value-added potential, and is similar to the export patterns of low-income countries due to a focus on raw materials and labor-intensive goods. The analysis also shows that without significant growth, the Greek debt will remain unsustainable. A haircut or a phasing out of the debt burden can only complement supply-oriented structural reforms, however. Eine Wachstumsstrategie müsste drei Maßnahmenbündel umfassen: erstens eine Verbesserung der institutionellen Rahmenbedingungen, die eine Geschäftstätigkeit in Griechenland erschweren und zu niedrigen Investitionen führen, zweitens eine Sanierung der Staatsfinanzen, die mit einer kleineren und effizienteren öffentlichen Verwaltung sowie mit umfassenden Reformen des Rentensystems einhergeht, und drittens den Ausbau der industriellen Basis und die Förderung moderner Dienstleistungen, um so die Exportbasis zu stärken. Solch umfassende Reformen würden zu einem grundlegenden Wandel der griechischen Wirtschaft und Gesellschaft führen und müssten deshalb von der Mehrheit der Griechen angestrebt werden. Die Alternative wäre, nur moderate Reformen vorzunehmen, auf den Pfad niedrigen Wachstums zurückzukehren und einen niedrigeren Lebensstandard in Kauf zu nehmen. %X This paper analyzes the prologue to the Greek tragedy—in particular, the long period of slow growth after Greece joined the European Union and the short period of very strong growth following its adoption of the euro—and deduces reform proposals. Ultimately, a growth strategy should contain three interrelated bundles of measures: First, an improvement of the institutional environment, which currently makes it difficult to do business in Greece and thus leads to too little investment. Second, a reorganization of public finances and the creation of a leaner, more efficient administration, as well as a reform of the pensions system. Third, an expansion of the industrial basis and the modern sector in order to build a strong export basis. All of these measures entail comprehensive changes to Greece’s economy and Greek society, and the majority of Greeks must therefore be in favor of them. A stock-flow approach is proposed to control for the integration properties of the variables. Panel econometric techniques including international spillovers are employed. Private and public capital stocks are cointegrated. However, the residuals from the stock equilibrium are not (trend) stationary, but rather include a random walk component. Nonetheless, they can be exploited to improve the model for private investment flows. In fact, standard models that include private investment flows, GDP, and the real interest rate are only valid if the deviations from the stock equilibrium are considered. The corresponding error correction equation is well behaved, as deviations from the stock relationship are crucial for explaining the changes in private investment. The economic downturn had a series of adverse effects on the economy and the health sector. More specifically, over the 2008–2015 period, GDP was reduced by 29.5 percent, wages were reduced by 35–45 percent, private consumption dropped by 30 percent and health expenditure declined by 41 percent. At the same time income inequality (shares S80/S20) increased by 11 percent and the unemployment rate reached 27.1 percent (an increase of 276.4 percent). The share of population at risk of poverty increased from 27.6 percent in 2009 to 36 percent in 2014. While life expectancy stabilized at about 80 years, infant mortality increased from 2.7 in 2008 to 3.8 in 2010, with a subsequent marginal reduction. The Eurozone countries and the IMF provided three rescue packages to Greece. The first economic adjustment program was signed in May 2010 between Greece and Troika (the European Commission, The European Central and the IMF) was worth 110billion euro. The second adjustment program was signed in February 2012 and worth 130 billion euro, while the third one in June 2015 amounted to 86 billion euro. The terms of these bailouts included a series of required reforms, such as the liberalization of several protected economic and employment sectors, the reduction of public expenditures, the fight against corruption and the underground economy, the control of health expenditures, and the implementation of an austerity package. Consequently, the economic crisis has brought a significant deterioration to the health status and quality of life of the Greek Population. A set of quality of life instruments is used to assess the impact of the crisis on a Visual Analogue Scale (VAS). The quality of life mean scores indicated a significant deterioration of subjective health by 10points. The VAS before the crisis was VAS(Before) = 86.06 (st.d. =15.14) and the corresponding value during the crisis was VAS(During) = 76.72 (st.d. = 20.51). The significant reduction in VAS was also associated with greater inequalities in the distribution of health. In addition low-income individuals declared losses of jobs, fears oflong unemployment, and a significant deterioration of their psychological and emotional status. This was the result of an accumulation of structural problems in the economy, including overspending and loss of competitiveness during the previous decades, translating into persistently large budget and trade deficits. In 2015, under its third EU and IMF bailout, Greece has entered a spiral of depression that has led to its economy shrinking by one-third and unemployment skyrocketing to more than 25 percent, both a result of the austerity measures introduced as required to receive bailout funding. As a consequence, the health and education sectors have each experienced a reduction in public spending of more than one-third. We look at these two sectors before the crisis in the early 2000s, finding that a combination of delays, lack of enforcement, and reversals of urgently needed reforms resulted in obvious weaknesses not being corrected. This has prevented these two systems from delivering the social principles of equity in provision, equal opportunities for all, universal coverage, accessibility, and affordability. Healthcare and education both lack oversight and evaluation mechanisms to ensure quality of service for its users. Additionally, there are no cost containment/efficiency mechanisms on the procurement side to avoid wasting taxpayers’ money andvaluable resources. This means that Greece has high cost/low outcome education and health systems. Jointly the Greek government with its partners (European Commission, European Central Bank and the International Monetary Fund), agreed that the success of economic policy decisions would be determined by the concentration on social policies. Policy initiatives should view reforms not as a debate between more versus less regulation, but rather as a matter of good versus bad regulation. Encouraging productive investment represents one of the main engines to sustain not just recovery but also promote productive transformations. On the other hand, Greece is notoriously known for its sizable and widespread tax evasion primarily because of the large number of self employed and its wide geographical distribution. As documented by many studies, the two depend on a corrupted, inefficient and ineffective public administration. The emphasis is here on the restructuring of the Greek tax system taking into consideration these three structural characteristics of the Greek economy: a large informal sector, a pervasive tax evasion and a corrupt public sector (including the tax authorities). Many attempts to change these structural characteristics have failed primarily because they underestimate the costs and overestimate the benefits of any reform. And this because they assume that people’s attitudes (tax morale) and the role institutions can change by a government decree. This paper takes these as givenand proposes a tax system that is based exclusively on wealth (property, bank deposits, shares etc) and the abolishment of VAT and all kinds of income taxes. This increase contributed to an essentially complete freeze of the real estate market, a considerable drop in real estate prices, and a substantial deepening of the recession. Using conservative assumptions, we calculate that the WTRE increases unemployment by 70,000–100,000 persons yearly. Perversely, the net effect of the WTRE increase on fiscal revenues has been, at best, slightly positive if not quite negative, as the WTRE induces large tax losses by lowering household spending and housing investment. Moreover, the real estate market freeze prevents households from accessing their savings embodied in real estate in order to counter the recession’s negative effects, and pay taxes and other debts. We combine the fiscal multipliers from the meta regression analysis in Gechert and Rannenberg (2014) to the fiscal consolidation measures that have been implemented in Greece between 2010 and 2014. We estimate that austerity explains almost the entire collapse of Greek GDP after 2009. This result suggests that—ceteris paribus—, in the absence of austerity, the Greek economy would have entered a prolonged period of stagnation, rather than a depression. At the same time the path of the government debt-to-GDP ratio would have been only somewhat higher. Furthermore, we estimate that if the consolidation would have been postponed until after the recovery of the Greek economy and implemented gradually, almost 80 percent of the cost in terms of lost output could have been avoided. Our results suggest that the period 2010–2014 was the wrong time to implement frontloaded spending cuts due to their strong multipliers in downturns. Implementing only the revenue components of the Greek fiscal consolidation would have strongly reduced the output contraction as compared to the actual path of GDP, but would have been much more effective at lowering the debt-to-GDP ratio than the actual fiscal consolidation. The authors show that Greece neither overcame its structural weaknesses nor developed export industries as a driver of growth in the course of reforms, and they conclude that Greece’s sectoral structures still mirror a low level of industrial development as well as a service industry with a below-average growth performance compared to other EU countries. Greece’s composition of exports exhibits a limited growth and value-added potential, and is similar to the export patterns of low-income countries due to a focus on raw materials and labor-intensive goods. The analysis also shows that without significant growth, the Greek debt will remain unsustainable. A haircut or a phasing out of the debt burden can only complement supply-oriented structural reforms, however. Ultimately, a growth strategy should contain three interrelated bundles of measures: First, an improvement of the institutional environment, which currently makes it difficult to do business in Greece and thus leads to too little investment. Second, a reorganization of public finances and the creation of a leaner, more efficient administration, as well as a reform of the pensions system. Third, an expansion of the industrial basis and the modern sector in order to build a strong export basis. All of these measures entail comprehensive changes to Greece’s economy and Greek society, and the majority of Greeks must therefore be in favor of them. Hier gingen neben bereits bestehenden Datenquellen insbesondere umfangreiche eigene Erhebungen ein. Der vorliegende Beitrag skizziert zum einen die Zusammensetzung der WISIND-Indikatoren für Kriminalitätsbedrohung und Kriminalitätsfurcht mit einer genauen Beschreibung, welche eigens für das Forschungsprojekt erhobenen Daten und welche bereits in offiziellen Statistiken vorhanden Quellen wo eingingen. Zu letzteren gehören unter anderem Kommunikationsdaten aus sozialen Netzwerken, eine Medienanalyse und individuelle Befragungsdaten über die persönliche Betroffenheit durch Kriminalität, die Kriminalitätsfurcht und Einschätzungen zu Schweregraden von Kriminalität. Zum anderen werden die methodischen Rahmeninformationen zu den diversen eigens erhobenen Daten überblicksartig dargestellt um ihre Nutzung über den Datenservice bei Gesis zu erleichtern. %X The WISIND (The system of economic indicators to measure security and security provision in Germany) research project not only measures the multiple threats causedby crimes committed willfully and directly affecting the individual but also the personal fear of such crimes. Extensive (survey) data was collected and integrated into existing data. This article outlines the composition of the WISIND indicators for crime and fear of crime, explicitly detailing how data were integrated, whether from newly collected data or existing official statistics. The newly collected data include, among others, communication data from digital social networks, a media analysis, and extensive survey data on the effect of crime on the individual, fear of crime and assessments of crime severity. Um diesen Fragen nachzugehen, wird die Bedeutung von Themen der Inneren Sicherheit in Wahlprogrammen sowohl auf Landes- als auch Bundesebene codiert, wobei alle Wahlprogramme der in Landesparlamenten eingezogenen Parteien zwischen September 2011 (Abgeordnetenhauswahl in Berlin) und September 2014 (Landtagswahlen in Brandenburg und Thüringen) berücksichtigt werden. In den gewonnenen Daten zu den Policy-Positionen der Parteien werden erhebliche Unterschiede in der Bedeutung der Problemfelder der Inneren Sicherheit deutlich. Bedeutsame Unterschiede treten dabei sowohl in einzelnen Bundesländern im Vergleich der Parteien als auch zwischen den Landesverbänden einer Partei zutage. Gleichzeitig lassen sich auch grundsätzliche Einflussfaktoren auf die Themensetzung von Parteien identifizieren. So gelingt es neu entstehenden, vermeintlichen Ein-Themen- Parteien (Piratenpartei und AfD) einerseits, die Themen für jene parlamentarisch etablierten Parteien zu einem gewissen Grad „vorzugeben“, die ihnen bei der Wählerklientel vergleichsweise nahe stehen. Andererseits können besonders sogenannte Skandale dazu beitragen, dass ansonsten in Wahlkämpfen vermiedene Themen herausgestellt werden. So erlangte insbesondere durch den NSU-Skandal die Arbeit der Geheimdienste eine zuvor nicht gekannte Bedeutung für Policy-Positionen der Parteien. Allerdings zeigen sich solche bundesweit beachteten Skandale nicht notwendigerweise in allen Wahlprogrammen. Die NSU-Affäre schlug sich beispielsweise programmatisch nur regional begrenzt nieder. %X Topics around security are a central field of political discourse in democracies – in the German case federalism plays a characterizing role. This article is a first trial to measure policy positions and its dynamics within the policy field of crime and internal security in Germany. The salience of the different issues in party manifestos on state and federal level is analyzed. The comparative approach is based on a comprehensive analysis of the party manifestos of parties that were elected into federal parliaments successfully between September 2011 (House of Representatives election in Berlin) and September 2014 (Parliament elections in Brandenburg and Thuringia). Results show the substantial inequality of the relevance different topics of internal security play. Relevant differences become apparent within political parties as well as across the German Länder. Still, the contents of parties’ programs seem to be influenced by a number of rather generalizable factors. During the observation period, topics gained timeliness for two reasons: On the one hand it appears that emerging and presumed single-issue parties (the Pirate Party and the AfD) can “set” topics for the already established parties that seek after a similar clientele within the electorate. On the other hand, in particular the NSU-scandal had the power to bring up issues that are normally avoided in party manifestos, such as issues around the secret services. This area was not explicitly covered by any political party before the NSU-scandal. However, these German-wide scandals do not need to be salient in all manifestos. Im Mittelpunkt des Beitrags steht deshalb die Frage,wie die deutsche lokale und regionale Tagespresse über Kriminalität berichtet. Um diese Frage zu beantworten, wurde eine standardisierte Inhaltsanalyse von 31 Abonnementzeitungen durchgeführt. Die Befunde zeigen, dass Artikel mit Kriminalitätsbezug im Vergleich zur gesamten Lokal- und Regionalberichterstattung zwar nur einen eher geringen, dennoch aber deutlich wahrnehmbaren Raum einnehmen. Bemerkenswert ist zudem, dass schwere Straftaten wie Rohheitsdelikte oder Straftatengegen das Leben im Vergleich zur offiziellen Statistik deutlich überrepräsentiert sind. Bezogen auf die Häufigkeit der Behandlung spezifischer Deliktsbereiche sind zum Teil merkliche Unterschiede zwischen den Zeitungsausgaben mit städtischem und ländlichem Verbreitungsgebiet erkennbar. Die Befunde werden abschließend diskutiert und eingeordnet. %X Generally, crime cannot be perceived directly, but rather only indirectly through media coverage. In terms of the perceived threat, local and regional newspapers are of particular importance. Therefore, the focus of the present article is on how local and regional German newspapers report crime. To answer this question, a standardisedcontent analysis of 31 newspapers was conducted. The findings show that newspa- per articles about crime take up a small, yet clearly perceivable space relative to the total space allotted to local and regional coverage. Moreover, it is noteworthy that serious criminal offenses, such as acts of violence and homicides, are clearly overrepresented in comparison to the official statistics. Newspapers with urban and rural distribution areas diverge significantly when it comes to the frequency of coverage about specific offences. Die Interpretation der ökonometrischen Ergebnisse erfolgt unter der Prämisse, dass realisierte Straftaten durch Interaktion von Opfern und Tätern zustande kommen. So mutmaßen wir, dass zum Beispiel in Abwesenheit effektiver Präventivmaßnahmen (beziehungsweise bei naiven Opfern) einerseits und bei Vorhandensein rationaler Krimineller andererseits die Opfer eher unter Bürgern mit höherem Einkommen, höherer Bildung und größerem Aktivitätsgrad zu finden sein würden. Die empirischen Ergebnisse zeigen, dass Opferwerdung tatsächlich mit höherer Bildung verbunden ist. Auch jüngere Personen sind häufiger Opfer als ältere, was im Einklang mit dem skizzierten Bild des rationalen Diebes und Einbrechers zu stehen scheint, der sein Glück verstärkt bei den mobilen und aktiven (und deshalb eher angreifbaren) Gruppen der Bevölkerung sucht. Nicht im Einklang mit dieser Hypothese steht hingegen unsere Beobachtung, dass Arbeitslose ein erhöhtes Einbruchsrisiko tragen. %X Based on data of individuals participating in a comprehensive crime victimisation study, we examine the reasons of becoming a victim of property offences. The interpretation of the econometric findings is based upon the assumption that offences result from the interaction of victims and perpetrators. For instance, given rational criminal behaviour, in absence of effective preventive measures (e. g., due to naïve victims) we would expect that victimization rates are relatively high among people with higher income, education and activity levels. Empirical results show that victimisation is indeed linked to higher education. Similarly, younger persons become more often victims than older persons, which seems to be in line with the picture of rational thieves and burglars who try their luck with the mobile and active (and thus more vulnerable) groups of the population. In den Folgejahren gelang es der Industrie, ihre Produktivität zu steigern, unter anderem durch Ausbau ihrer Kapazitäten in Forschung und Entwicklung (FuE) und Auslagerung von Hilfsdienstleistungen an externe Dienstleister. Außerdem wurde im Rahmen der Clusterstrategie durch gezielte Netzwerkarbeit die Zusammenarbeit zwischen der stark ausgeprägten, öffentlichen Forschungslandschaft Berlins mit der regionalen Wirtschaft gefördert. Zukünftig dürfte sich dieser Trend zur Tertiarisierung auch durch eine Digitalisierung im Produktionsprozess fortsetzen. Berlin verfügt hier über zwei besondere Potenziale: Bereits heute ist Berlin deutschlandweit einer der wichtigsten Standorte für Unternehmen der digitalen Wirtschaft. Unternehmen, die Programmiertätigkeiten, IT-Service-Dienstleistungen und IT-Beratungsdienstleistungen für ihre Kunden erbringen, sind in den letzten Jahren in der Hauptstadt besonders stark expandiert. Durch die Integration der IT-Leistungen können Industrieunternehmen ihre Geschäftsmodelle erweitern und größere Teile der Wertschöpfungskette selbst abdecken. Darüber hinaus können insbesondere die räumliche Nähe zwischen digitalen Dienstleistern und Industrieunternehmen in Berlin sowie Netzwerkstrukturen und die im Rahmen der seit Jahren betriebenen regionalen Clusterstrategie erworbenen Erfahrungen dabei helfen, diese Potenziale zu erschließen und so möglicherweise eine Entwicklung einleiten, die einer Renaissance der Industrie in Berlin gleichkäme. %X After the fall of the Wall, the city of Berlin experienced a dramatic loss of industrial jobs, which could not be compensated for by the parallel enlargement of the service sector. In the years that followed, industry succeeded in increasing productivity, in part by expanding its capacities in research and development and by outsourcing support services to external providers. Furthermore, through targeted networking within the cluster strategy, cooperation between the rich, publicly funded research landscape of Berlin and the regional economy was supported and encouraged. In the future, this trend towards tertiarization is expected to continue as a result of digitalization in the production process. Berlin has two special potentials: It is already one of centres of the digital economy in Germany. Companies that provide their customers with programming, IT, and IT consulting services have expanded especially strongly in recent years. Through the integration of smart technology, industrial companies can expand their business models and cover more of the value chain. The systemic innovation policy contributes substantially to the conception of a modern industrial policy. This is reflected by a modification of the role of policy, the provision of key design principles for public policy and the higher diversification of policy tools. Past examples of biotechnology in the US and the software industry illustrate the combination of innovation policy and industrial policy measures in conjunction led to the successful development of the innovation system and thus the industry. In selected recent examples of the policy in the European Union, we observe a combination of industrial strength/innovation policy with competition and educational policy as well as demand-side measures. In diesem Beitrag wird die Internationalisierung der deutschen Industrieunternehmen ab 1995 untersucht und mit der in Unternehmen aus den USA, Frankreich und Großbritannien verglichen. Es zeigt sich, dass deutsche Unternehmen bislang weniger internationalisiert sind als ihre wichtigsten Wettbewerber. Die Expansion im Ausland erfolgt vorwiegend in den auch in der Heimat starken forschungsintensiven Branchen und ist marktgetrieben. Konjunkturelle Impulse wirken dabei parallel auf das Wachstum der Investitionen im In- und Ausland. Schneller als die Zahl der Arbeitsplätze deutscher Unternehmen wachsen ihre Forschungs- und Entwicklungsaktivitäten im Ausland. Vor allem in China und einigen mittel- und osteuropäische Ländern entstehen neue Industriearbeitsplätze deutscher Unternehmen, aber nur China gewinnt auch als Forschungsstandort schnell an Bedeutung. Es finden sich keine Anhaltspunkte dafür, dass deutsche Industrieunternehmen im Ausland stärker als ihre Wettbewerber oder vorwiegend auf Kosten des Heimatstandorts in Produktion und Forschung investieren. Ihre Expansion im Ausland dürfte zur Stärkung des Industriestandorts Deutschland beigetragen haben. %X Globalization is one of the primary challenges for industrialized nations like Germany, with multinational companies being the most important drivers. We are analyzing the internationalization processes of German manufacturing companies, starting 1995, and comparing them with companies in the US, France and the UK. We show that, to date, German enterprises are less internationalized than their major competitors. Mainly R&D intensive sectors are expanding, building on their position of strength at home. Cyclical economic development also influences the growth of investments, at home and abroad. Multinationals R&D abroad grows faster than the total employment. China, as well as some middle and eastern European countries, are experiencing a growth in manufacturing jobs of German companies. But only China is also quickly gaining significance as a center for R&D. There is no evidence that German manufacturing companies might be investing more in production and R&D abroad than their competitors or that they do so mainly on the expenses of their home country. Diese Entwicklung entspricht den theoretischen Erwartungen, dass Spezialisierungsmuster zunehmend funktional und weniger sektoral orientiert sind. Vor diesem Hintergrund wird anhand einer Shift-Share-Analyse auf Basis der EU-Arbeitskräfteerhebung 2008 bis 2013 der Frage nachgegangen, ob sich die Beschäftigung in Ländern mit funktional spezialisierter Industrie günstiger entwickelt hat. Insgesamt hat vor allem die sinkende Bedeutung von Fertigungstätigkeiten zum Beschäftigungsrückgang beigetragen. Aufgrund des höheren Anteils strategisch wichtiger Funktionen (MINT-Berufe, hochwertige Managementfunktionen) wog dieser Effekt insbesondere in der wissensintensiven Industrie weniger schwer beziehungsweise konnte teilweise kompensiert werden. In einigen südeuropäischen und neuen EU-Mitgliedsstaaten erwies sich hingegen deren Fertigungsspezialisierung als anfällig. Der deutschen Industrie kamen der allgemeine Beschäftigungstrend sowie das geringe Gewicht von Fertigungstätigkeiten zugute. Allerdings waren die Wachstumsimpulse hochwertiger Tätigkeiten eher gering und künftig dürfte sich der niedrige Besatz an IKT-affinen Tätigkeiten eher dämpfend auf die Industriebeschäftigung auswirken. %X Most European countries experience a continuous decline in manufacturing employment while knowledge intensive services increasingly gain importance. From a theoretical point of view, these developments are mainly driven by functional specialization processes. Against this background, a shift-share analysis based upon national data from the European Labor Force Survey 2008 to 2013 is applied to investigate this interrelation. Generally the decline in production tasks had a large impact in manufacturing. Within the knowledge intensive manufacturing STEM and management functions partially compensated for this effect. Some Southern and new member states, however, incurred employment losses especially due to their focus on production. Employment in German manufacturing was generally favored by national employment trends and a comparably low share of production tasks. Despite, effects from valuable functions were small. Auf der Basis amtlicher Statistiken wird gezeigt, dass die Vorleistungsquote der deutschen Industrie seit Mitte der 1990er Jahre deutlich angestiegen ist, sowohl zu laufenden Preisen als auch preisbereinigt. Sie hat sich in den vergangenen Jahren auf einem Niveau von nominal 68 Prozent eingependelt. Konjunkturelle Einflüsse auf die Entwicklung sind gering. Outsourcing variiert nach Branche und Größe der Unternehmen. Dabei zeigt sich, dass Outsourcing in einigen der wissensintensiven Branchen wie Pharmazie oder Maschinenbau vergleichsweise gering ist und auch kaum zugenommen hat. Bei großen Unternehmen ist Outsourcing deutlich stärker ausgeprägt als bei kleinen. Die Gegenüberstellung der Entwicklung von Vorleistungs- und Lohnquote deutet darauf hin, dass die Bedeutung von Lohnkosten für die Zunahme der Vorleistungsquote abgenommen hat. Mit der Zunahme des Outsourcings hat auch das Offshoring zugenommen. Die Importanteile bei den Vorleistungen sind seit den 1995er Jahren deutlich gestiegen. Im Jahr 2010 wurde ein Drittel der Vorleistungen importiert, allein ein Fünftel aus der EU. Die Importe aus den EU-Ländern sind dabei deutlich stärker gewachsen als die aus dem Rest der Welt. Profitiert vom Offshoring der deutschen Industrie haben also insbesondere die Länder der Europäischen Union. Eine überschlägige Abschätzung der Beschäftigungseffekte von Outsourcing zeigt, dass die dadurch generierte Beschäftigung die unmittelbare Beschäftigung in der Industrie deutlich übersteigt. %X The extent and structure of outsourcing and offshoring since 1971 is examined in this paper. Official statistics show that the share of intermediate inputs on production in German industry has increased significantly since the mid-1990s, both at current prices and price-adjusted. The share leveled off in the last years at a level of nominal 68 percent. Business cycle influences on the development of outsourcing and offshoring are low. Outsourcing varies by sector and size of enterprise. In some knowledge-intensive industries, such as pharmaceuticals and engineering, outsourcing is low and has barely increased. For large companies, outsourcing is more pronounced than for small ones. Comparing of the development of the share of intermediate inputs and the wage ratio suggests that labor costs as a reason to outsourcing has decreased. Also, offshoring has increased. The share of imported inputs in the purchase of intermediate inputs has increased significantly since the 1990s. In 2010, one third of intermediate inputs were imported, one-fifth of that from other EU countries. Imports from EU countries have grown much faster than those from the rest of the world. Thus, European Union members benefit from German offshoring. Die Marktanteilsgewinne Chinas führten insbesondere zu relativen Verlusten bei der Industrieproduktion in den USA und Westeuropa. In vielen westlichen Ländern ist zudem ein ausgeprägter De-Industrialisierungsprozess zu beobachten. Nur wenige Länder, darunter Deutschland, konnten sich diesem Prozess entziehen. Eine wesentliche Ursache für den Erfolg der deutschen Industrie ist die Spezialisierung auf Branchen der Hoch- und Spitzentechnologie. Der Anteil von Branchen wie Chemie, Elektrotechnik, Maschinen- und Anlagenbau, Straßenfahrzeugbau, Pharmazie, Medizintechnik oder Luftfahrzeugbau an der gesamtwirtschaftlichen Wertschöpfung hat in Deutschland von 2000 bis 2012 deutlich zugenommen. Dennoch weist das deutsche Verarbeitende Gewerbe eine ausgeprägte Investitionsschwäche auf. Zwischen 2000 und 2012 lag der Modernitätsgrad des Kapitalstocks (reale Bruttoinvestitionen in Relation zum Kapitalbestand) unter dem wichtiger Wettbewerber in der EU und außerhalb Europas. Selbst so erfolgreiche Branchen wie der Straßenfahrzeug- oder der Maschinenbau weisen im internationalen Vergleich einen deutlichen Investitionsrückstand auf. Erfolg von gestern ist nicht gleichbedeutend mit Erfolg von morgen. Die ausgeprägte Investitionsschwäche ist dabei ein deutliches Warnsignal. Umso bedeutender für den künftigen Erfolg des Industriestandortes Deutschland ist eine aktive Industriepolitik. Industriepolitik ist dabei zu allererst Innovationspolitik. Sie darf allerdings nicht auf die Bereitstellung der Forschungsinfrastruktur beschränkt bleiben, sondern muss konkret Innovationscluster anstoßen. Zudem gilt es, sie eng zu verzahnen mit der Schaffung eines leistungsfähigen Bildungs- und Ausbildungssystems, einer investitionsfreundlichen Steuerpolitik und eines zukunftsorientierten Umweltpolitik. %X The rise of China into the ranks of the industrialized nations has characterized the last 15 years. China significantly increased its share in global industrial production. At the same time, the USA and most Western European countries experienced severe deindustrialization. Only a few countries, for instance Germany, did not develop accordingly. In fact, the German industry managed to grow at the same pace as global industry production and was able to maintain its market share. Inter alia, this success was due to an industry structure which focused on medium-tech and high-tech sectors. The total value added share of such industries of has increased significantly in 2000-12. Such industries include, but are not limited to chemistry, electrical engineering, mechanical engineering, automotive manufacturing, pharmaceutical, medical devices or aircraft. However, we can identify a remarkable shortage of investments in the German manufacturing industry. In the 2000-12 periodthe modernity of the capital stock, measured as the real fixed capital formation in relation to the real fixed capital stock, was below that of many competitors. Even successful sectors, such as the manufacture of machinery and the manufacture of motor vehicles, invested less, given their capital stock, than the sector specific international average. This distinct weakness of investment is a clear warning signal, which calls for an active industry policy. Nowadays, industry policy implies, first and foremost, innovation policy. However, it should not be confined to the provision of research infrastructure, but must actually butt innovation clusters. Auf Basis der Ergebnisse der Innovationserhebungen der Europäischen Kommission (Community Innovation Surveys) wird gezeigt, dass die deutsche Industrie eine überdurchschnittlich starke Innovationsorientierung aufweist, insbesondere was die Einführung von Weltmarktneuheiten betrifft. Allerdings nahm der Vorsprung im vergangenen Jahrzehnt merklich ab. Von Produktinnovationen geht in der deutschen Industrie ein höherer direkter Beschäftigungseffekt aus als in anderen europäischen Ländern, der allerdings zum größten Teil auf dem Ersatz von alten Produkten durch neue und nur zu einem kleinen Teil auf der Generierung zusätzlicher Nachfrage beziehungsweise Marktanteilsgewinnen beruht. Die absoluten Nettobeschäftigungseffekte sind niedriger als in der Industrie anderer europäischer Länder, in Relation zur Gesamtbeschäftigungsveränderung jedoch von höherer Bedeutung. Der Beitrag von Produktinnovationen zum Exporterfolg der deutschen Industrie hat seit Anfang der 2000er Jahre sukzessive zugenommen und ist am aktuellen Rand (2010 bis 2012) am höchsten. Lohnkostenvorteile scheinen für die Exportleistung dagegen keine Rolle zu spielen. %X This article investigates to what extent innovation has contributed to the development of employment growth and exporting in German manufacturing since the beginning of 2000. Using firm-level data from the Community Innovation Surveys in Europe, our results highlight that compared to other European countries German manufacturing firms have a much stronger focus on innovation activities, in particular with respect to the introduction of products new to world market. However, this lead has substantially lessened over the past decade. The introduction of new products has furthermore been associated with a gross employment growth which has been larger in German manufacturing than in other European countries. This effect is mainly driven by the replacement of existing products with new products but less so by generating additional demand and market shares. Taking the substitution of existing with new products into account, it turns out the net employment growth due to product innovation has been positive in all different phases of the business cycle in the past decade but frequently lower than in other European countries. Relative to the overall employment growth, however, the net contribution of product innovation is disproportionately high in German manufacturing. Product innovations have also been conducive to export performance in German manufacturing. Furthermore, our findings demonstrate that the contribution of new products to export market performance has gradually increased in the past decade.
