Die Ergebnisse zeigen, dass die Erhöhung der Regelaltersgrenze einen spürbaren Beitrag zur finanziellen Konsolidierung der gesetzlichen Rentenversicherung leisten kann. Durch die längere Lebensarbeitszeit steigt der individuelle Rentenanspruch über die gesamte Dauer des Rentenbezugs. Damit kann der Rückgang der Rentenleistungen gegenüber den Löhnen, der durch den demografischen Faktor in der Rentenformel bedingt ist, teilweise wieder ausgeglichen werden. Wird eine hohe Zunahme der Lebenserwartung angenommen, steigt der Beitragssatz stärker an, und damit kommt der Reform eine größere Bedeutung zu. In the face of a shrinking work force, keeping the number of workers and thus pension contributors at the highest possible level is a key economic policy goal. This could be achieved if people retire from the work force later in life. Partial retirement, the option to work part-time while drawing a pension before reaching the normal retirement age, could create the necessary conditions for reaching this goal. The impact of partial retirement on employment will be simulated below. The results show that unrestricted access to partial retirement can lead to an increase in employment volume and generate positive fiscal effects. The effects on employment are especially positive when the entry age for partial retirement coincides with the early retirement age of 63. Flexible retirement, which came into effect in 2017, allows people to receive a partial pension payout before the normal retirement age while still working. However, the computation behind the amount of pension payouts during flexible retirement is very complex. In addition, the limit to pension payouts in flexible retirement could be considered too strict. This negatively affects the attractiveness of the flexible retirement option. Furthermore, work hours can only be reduced in the case of flexible retirement if the employer agrees. Dies könnte erreicht werden, wenn Menschen später aus ihrem Erwerbsleben ausscheiden. Eine Teilzeitrente, also die Möglichkeit, vor der Regelaltersgrenze Teilzeitbeschäftigung und Rentenbezug zu kombinieren, könnte die nötigen Voraussetzungen dafür schaffen. Welche Folgen eine Teilzeitrente auf die Beschäftigung hat, wird im Folgenden simuliert. Die Ergebnisse zeigen, dass ein uneingeschränkter Zugang zu einer Teilzeitrente zu einem erhöhten Beschäftigungsvolumen und zu positiven fiskalischen Effekten führen kann. Die Beschäftigungseffekte fallen insbesondere dann positiv aus, wenn das Eintrittsalter zur Teilzeitrente mit dem Frühverrentungsalter von 63 Jahren zusammenfällt. Die 2017 in Kraft getretene Flexirente ermöglicht wie die simulierte Teilzeitrente einen Teilrentenbezug bei gleichzeitiger Erwerbstätigkeit vor der Regelaltersgrenze. Allerdings könnte die Komplexität sowie die Höhe der Anrechnungsrate des Hinzuverdienstes die Attraktivität der Flexirente reduzieren. Hinzu kommt, dass die Reduzierung der Arbeitszeit für eine Flexirente nur nach Zustimmung von der Arbeitgeberseite erfolgen kann. Da Dividenden und Veräußerungsgewinne durch das Teileinkünfteverfahren nur mit einem Anteil von 60 Prozent in das steuerpflichtige Einkommen eingingen, würden Steuerpflichtige mit hohen Einkommen nur geringfügig belastet, mittlere oder geringe Einkommen geringfügig entlastet. Stärker belastet würden lediglich die Zinseinkünfte. Die Besteuerung würde insgesamt nur geringfügig progressiver, der bürokratische Aufwand würde steigen. Eine Erhöhung der Abgeltungsteuer, die hier ebenfalls simuliert wird, ergäbe Mehreinnahmen von einer bis zwei Milliarden Euro und eine etwas progressivere Steuerbelastung. Ferner wird hier untersucht, ob es in den drei Ländern geschlechtsspezifische Unterschiede bei der Gesundheit im Alter gibt. Bei der Selbsteinschätzung der allgemeinen Gesundheit gibt es für das Jahr 2013 in keinem der untersuchten Länder erkennbare Differenzen zwischen Männern und Frauen. Es zeigt sich jedoch, dass geschlechtsspezifische Unterschiede bei der Häufigkeit depressiver Symptome dem Muster des Gender Pension Gaps folgen: Der Unterschied zwischen den Geschlechtern ist in Dänemark wiederum weitaus am geringsten. We show that the “gender pension gap” in Germany is higher than in France and much higher than in Denmark. This ranking is similar to the ranking in the gender pay gap, where Germany has also the highest gender difference. The authors also investigate gender-specific differences in health, i.e. the so-called “gender health gap”, in the same age group. Self-assessed general health in 2013 reveals no significant differences between men and women in the countries studied. However, gender-specific differences in depressive symptoms follow a similar pattern as the gender pension gap: Denmark has the lowest difference between the sexes. Im Bundestag sind aktuell 37,1 Prozent der Abgeordneten Frauen. Für die anstehende Bundestagswahl kandidieren auf den Landeslisten für die sechs Parteien, die die größte Wahrscheinlichkeit haben, in den Bundestag einzuziehen, 1979 Personen, davon 35,7 Prozent Frauen. Eine Analyse dieser Listen nach Partei zeigt, dass die aktuell im Bundestag vertretenen Parteien zum Teil deutlich höhere Frauenanteile unter ihren KandidatInnen aufweisen als FDP und AfD. Auf den 48 Topplätzen – den drei ersten Positionen der jeweiligen 16 Landeslisten – stehen bei Bündnis 90/Die Grünen 32, bei den Linken 27 und bei der SPD 25 Frauen. Auch die CDU/CSU liegt mit 15 Frauen noch vor der FDP mit elf und der AfD mit acht Bewerberinnen. Historisch wurden von 263 Ministerposten seit Gründung der Bundesrepublik nur 43 mit Frauen besetzt. Auch wenn Deutschland eine Kanzlerin hat und das aktuelle Bundeskabinett fast paritätisch besetzt ist, gibt es bis heute Ministerien, die noch nie von einer Frau geleitet wurden. Die Regierung, die aus der Bundestagswahl hervorgeht, würde eine Vorbildfunktion erfüllen, wenn sie sich explizit zur Parität bekennt. In Landtagen und Kreisvertretungen sind Frauen noch weiter unterrepräsentiert als auf nationaler Ebene. In ersteren liegt die Frauenquote bei lediglich 31 Prozent und ist zuletzt sogar gesunken. Nur drei von 16 Bundesländern werden von einer Frau als Regierungschefin geführt. Bei den fast 400 Kreisvertretungen in den deutschen Landkreisen und kreisfreien Städten ist die Situation sehr heterogen: Die Quote weiblicher Kreistagsmitgliedern schwankt hier zwischen zehn und 47,5 Prozent. In keiner einzigen Kommune ist damit die vollständige Parität gewährleistet. Der internationale Vergleich legt nahe, dass freiwillige Quoten der Parteien – wie sie auch in Deutschland existieren – durchaus sinnvoll sein können, um Parität zu erlangen. Ihre Wirkung würden solche Quoten entfalten, wenn sie alle Parteien auf alle Ebenen einsetzen. In the German Bundestag, for example, at present 37.1 percent of representatives are women. Divided among the six parties with the greatest likelihood of being elected to the Bundestag, a total of 1,979 people are running for office in the upcoming election. Of these, 35.7 percent are women. An analysis of the lists of candidates by party shows that the parties currently represented in the Bundestag have significantly higher proportions of women among their candidates than the opposition parties FDP and AfD do. In the top 48 slots—that is, the first three on each of the 16 state lists—the Green Party is putting forward 32 women, the Left Party 27, and the SPD 25. With 15 female candidates for office, the Union Parties (CDU/CSU) are also higher than the FDP and AfD (with 11 and eight candidates respectively). Of the 263 ministerial posts available since Germany was founded, women have only held 43. Although Germany has a female chancellor and the gender distribution in the current cabinet is almost equal, certain ministerial posts have yet to be held by a woman. The government resulting from the upcoming Bundestag election could serve as an example by explicitly committing itself to gender parity. In state parliaments, women are more underrepresented than on the national level. In the former, the proportion of women is 31 percent and has recently fallen. Only three out of 16 regional governments are headed by a woman. An international comparison shows that extended use of voluntary quotas for the parties—as already practiced in Germany—could be a highly viable way of achieving parity. They would be more effective if consistently implemented by all at all levels. Wie dieser Bericht zeigt, gehen die meisten Frauen nach der Geburt ihres Kindes ein Jahr in Elternzeit – vor allem Mütter mit mittleren und höheren Einkommen, die von den früheren Erziehungsgeldregelungen nicht hätten profitieren können, pausieren also länger von ihrem Beruf. Weitgehend gesellschaftlich akzeptiert ist, dass auch Väter Elternzeit nehmen, meist zwei Monate. Die Analysen verdeutlichen, dass nicht nur die finanziellen Anreize selbst, sondern auch das Verhalten von Arbeitskolleginnen Eltern in diese Richtung gelenkt haben. Darüber hinaus wirkt das Elterngeld auch auf Personen, die gar nicht selbst Elterngeld beziehen: So haben viele Großeltern, deren Söhne nach Einführung des Elterngeldes Kinder bekommen haben, ihre Vorstellungen von Geschlechterrollen verändert. Um eine egalitäre Aufgabenverteilung bei der Erwerbs- und Familienarbeit zu forcieren, sind Erweiterungen des Elterngeldes, beispielsweise das vom DIW Berlin untersuchte Modell einer Familienarbeitszeit, geeignet. Lowering the standard value-added tax rate by one percentage point (from 19 to 18 percent) would mean relief worth 11 billion euro for consumers. The reduced value-added tax rate of seven percent should only be cut for food and local public transportation. Lowering it by two percentage points to five percent would generate relief equaling 3.8 billion euro. In total, these reform measures would generate fiscal relief of just under 15 billion euro. The simultaneous abolition of the remaining value-added tax would yield an overall revenue loss of 7.4 billion euro to the government. It could be abolished gradually in order to appropriately deal with adjustment issues or political resistance. Basierend auf detaillierten individuellen Daten werden in diesem Bericht die Folgen des Arbeitsplatzverlusts für die Beschäftigten in der jüngeren Vergangenheit näher betrachtet. On the basis of high-quality administrative data, this study examines the consequences for the workers affected by job cuts in the Eastern German lignite sector between 1998 and 2010. Elder and poorly educated lignite workers have had trouble finding a new job elsewhere. If the job loss is followed by a period of unemployment, the costs linked to a change are particularly high. Hier wird jedoch auf Basis eines Simulationsmodells für drei Beschäftigungsszenarien gezeigt, dass die Entlastung auf der Beitragsseite auch dann weitgehend gewährleistet ist, wenn ein beträchtlicher Teil der Beschäftigten nicht erst mit 67 in Rente geht. Der Grund dafür sind Abschläge auf die Rentenzahlungen bei frühzeitigem Renteneintritt. Je nach tatsächlichem Renteneintrittsalter ergeben sich daher substantielle Unterschiede in der durchschnittlichen Rente nach Abschlägen. Auf individueller Ebene können die Abschläge zu einem deutlichen Einkommensrückgang und damit zu einer signifikanten Erhöhung des Armutsrisikos im Alter führen. Zur Sicherung der Einkommen im Alter erscheint es geboten, die Beschäftigung bis zum neuen Regelrenteneintrittsalter durch arbeitsrechtliche und rentenrechtliche Regelungen zu unterstützen und auch durch effektive Weiterbildung zu fördern. Zudem sollten Regelungen zur Absicherung gegen Altersarmut geprüft werden, zum Beispiel eine Ausweitung der Grundsicherung im Alter und eine gezielte Erhöhung der Erwerbsminderungsrenten. %X In 2007, Germany decided to progressively raise the retirement age from 65 to 67 in light of the increasing life expectancy. As per the reform, the retirement age began increasing in 2012 and will reach 67 by 2031. The primary objective was to stabilize pension contribution rates as well as the public pension system’s financial situation. It is highly uncertain, however, what percentage of workers will actually want or be able to work beyond age 65, especially among those who have physically demanding jobs. If a larger share of workers choose to retire before age 67, it could hamper the positive effects of the reform on the contribution rate. However, a simulation of three different scenarios – in which the two-year shift in the official retirement age leads to people working an average of one, 1.4, and 1.8 years longer, respectively – shows that contribution rates are stabilized even if a substantial share of workers choose to retire before they turn 67. This is due to the rebates that are applied to the pensions of early retirees. When these rebates are taken into account, the pension payments vary significantly among the different scenarios. At the individual level, the rebates can lead to a strong revenue decline and substantially increase the poverty risk of the elderly. To guarantee the income of older citizens, it seems advisable to implement adequate labor market and pension policies aimed at helping as many people as possible work until the official retirement age. We investigate the extent to which state-level authorities in such federation under-exploit their tax bases. By means of a stylized model, we show that the member states have an incentive to align the effective tax rates on their residents with the level of the marginal tax-back rate. We empirically test the model using state-level and micro-level taxpayer data, OLS regressions and natural experiments. Our empirical findings support the results from our theoretical model. Following Alvaredo et al. (De Econ, 2017) we exploit kinks in the budget set generated by a drop in the marginal SSC rate at earnings caps for health and long-term care insurance. These concave kinks lead to discontinuities in the distributions of gross earnings, net earnings, or labor costs which—in the absence of labor supply responses—are informative about economic incidence. Administrative data for West Germany from 1975 to 2010 facilitate a comprehensive incidence analysis. Finding no evidence for labor supply responses and no significant discontinuities in gross earnings distributions, we conclude that neither employers nor employees shift a substantial part of their SSC burden. These results are consistent over the whole time period and hold for several robustness checks corroborating previous findings for Germany. Based on a dynamic life-cycle model, we find that redistribution through the tax-and-transfer system offsets around half of the inequality in lifetime earnings that is due to differences in skill endowments. At the same time, taxes and transfers mitigate around 60% of the inequality in lifetime earnings that is attributable to employment and health risk. Progressive taxation of annual earnings provides little insurance against lifetime earnings risk. The lifetime insurance effects of taxation may be improved by moving to a progressive tax on lifetime earnings. We find a strong association between lifetime earnings and life expectancy at age 65 and show that the longevity gap is increasing across cohorts. For West German men born 1926-28, the longevity gap between top and bottom decile amounts to about 4 years (about 30%). This gap increases to 7 years (almost 50%) for cohorts 1947-49. We extend our analysis to the household context and show that lifetime earnings are also related to the life expectancy of the spouse. The heterogeneity in life expectancy has sizable and relevant distributional consequences for the pension system: when accounting for heterogeneous life expectancy, we find that the German pension system is regressive despite a strong contributory link. We show that the internal rate of return of the pension system increases with lifetime earnings. In this paper we use a unique dataset – the IAB-BAMF-SOEP Refugee Survey, which is a representative longitudinal study of all refugees reported on administrative records in Germany – and analyse which determinants and characteristics are correlated with high motivation and intention to participate in the labour market. We find that overall men have a strong intention to work and to invest in human capital. The result for women is different: among women, having children, lack of German language skills, and having no previous work experience significantly and consistently correlate with lower expectations and intentions of future economic integration. The structural approach allows for disentangling the two counteracting mechanisms that drive the employment effects of partial retirement: 1) the crowding-out from full-time employment, and 2) the movement from early retirement or unemployment to partial retirement. It also allows for investigating the role of financial compensations in a partial retirement program. Based on a unique German administrative dataset, I perform counterfactual policy simulations that analyze the role of partial retirement combined with financial subsidies and an increased normal retirement age. The results show that partial retirement extends working lives but reduces the overall employment volume. The fiscal consequences of partial retirement are negative but substantially less so when wages and pensions in partial retirement remain uncompensated. Raising the ERA has the potential to extend contribution periods and to reduce the number of pension beneficiaries at the same time, if employment exits are successfully delayed. However, workers may not be able to work longer or may choose other social support programs as exit routes from employment. We study the effects of the ERA increase on employment and potential program substitution in a regression-discontinuity framework. Germany abolished an important early retirement program for women born after 1951, effectively raising the ERA for women by three years. We analyze the effects of this huge increase on employment, unemployment, disability pensions, and inactivity rates. Our results suggest that the reform increased both employment and unemployment rates of women age 60 and over. However, we do not find evidence for active program substitution from employment into alternative social support programs. Instead employed women remained employed and unemployed women remained unemployed. We present compelling evidence that an individual's choice set depends on other workers' preferences because firms cater their job offers to aggregate preferences in the market. We estimate an equilibrium job search model which rationalizes the strong earnings bunching at the tax exemption threshold using German administrative data. We then simulate modifications to the tax schedule that remove the discontinuity and thus the bunching at the threshold. This study scrutinizes effects of early retirement disincentives on retirement behavior, individual welfare, pensions and public budget. We employ administrative pension data and a detailed model of the German tax and social security system to estimate a structural dynamic retirement model. We find that retirement behavior is strongly influenced by the level of disincentives. Further, disincentives come at the cost of increasing inequality and individual welfare losses. Still, net public returns are about three times as high as monetarized individual welfare losses. In this paper we use a unique dataset – the IAB-BAMF-SOEPRefugee Survey, which is a representative longitudinal study of all refugees reported on administrativerecords in Germany – and analyse which determinants and characteristics are correlated with highmotivation and intention to participate in the labour market. We find that overall men have a strongintention to work and to invest in human capital. Langfristig die beste Lösung, um Altersarmut zu vermeiden, wären höhere Löhne durch eine höhere Produktivität. Doch auch das Rentensystem selbst bietet Ansatzpunkte, vor allem kurz- und mittelfristig. Einige Reformvorschläge sehen Verbesserungen für Personen vor, die über Jahrzehnte in die Rentenkasse eingezahlt haben und wegen niedriger Löhne im Alter auf Grundsicherung angewiesen sind. Angesichts des sinkenden Rentenniveaus könnte dieses Risiko künftig für Personen im Niedriglohnbereich steigen. Wie hoch muss das Lohneinkommen während des Berufslebens in etwa sein, um künftig von der Rente leben zu können, wenn man beispielsweise im Jahr 1970 geboren wurde? Welchen Beitrag kann die Riesterrente leisten? Und was ändert sich durch die neue Freibetragsregelung, nach der ein Teil der privaten Ersparnisse nicht mehr auf die Grundsicherung angerechnet wird? Economic incidence is identified by exploiting an increase of a regional earnings cap of health and long-term care insurance as a natural experiment. Based on administrative data, difference-in-differences models are estimated. I find the burden of SSC is shared equally between employers and employees. An auxiliary analysis studies employment responses to SSC at the intensive margin by a modified bunching approach that is applied to the earnings caps of health and long-term care insurance. Finding employment responses to be negligible supports crucial identifying assumptions of the main analysis. Nevertheless, economists have rarely investigated the causes of crowding discomfort. Furthermore, most evidence on the costs of PT crowding is based on trade-offs between crowding, travel time and money. First, this paper assesses discomfort with PT crowding at various density levels across heterogeneous individuals using a different methodology. Based on a survey of 1000 Paris PT users, the negative relationship of in-vehicle density on reported satisfaction is similar to previous studies investigating PT crowding costs and stable across most individual characteristics. We also find a sensitive increase in crowding costs over users’ income. Second, we investigate the causes of this discomfort effect. We find a significant and sizable decrease in individual happiness in the years after a car purchase. We develop a model of hedonic adaptation that can explain these results. First, I exploit the variation over time and across states to identify the effect of an increase in class hours on same-aged students' intelligence scores, using data on seventeen year-olds from the German Socio-Economic Panel. Second, I investigate the influence of earlier instruction at younger ages, using data from the German National Educational Panel Study on high school graduates' competences. The results show that, on average, neither instructional time nor age-distinct timing of instruction significantly improves students' crystallized cognitive skills in adolescence. In particular, we analyse the effects of the introduction of cohort-specific deductions for early retirement on female retirement, employment and unemployment. For the empirical analysis we use high-quality administrative data from the German pension insurance. We present evidence for sizeable labour market effects. In addition to direct effects on women older than 60 we find important anticipation effects before reaching the pension eligibility age. The first chapter of my dissertation explores whether the abolishment of an early retirement program for women effectively increased employment of the affected group, or instead led to increased program substitution into unemployment or disability pension programs.
