Ein Kernziel ist dabei, die Aktien- und Anleihemärkte der europäischen Länder besser zu integrieren, indem rechtliche Regeln harmonisiert und damit Hürden für grenzüberschreitende Wertpapieranlagen abgebaut werden. Der vorliegende Bericht untersucht, wie sich die bisherige Vereinheitlichung von Finanzmarktregeln in Europa auf die externen Wertpapierpositionen verschiedener Investorengruppen ausgewirkt hat. Es zeigt sich, dass eine rechtliche Harmonisierung das Volumen grenzüberschreitender Wertpapieranlagen erhöhen kann. Da die integrationsfördernden Effekte aber nur in einzelnen Sektoren und Wertpapierklassen auftreten und die Vereinheitlichung von Finanzmarktregeln in der EU schon recht weit fortgeschritten ist, wird eine weitere rechtliche Harmonisierung allein nicht ausreichen, um die Kapitalmarktstrukturen krisenfester zu machen. Der Abbau von Zuwanderungshindernissen und die konjunkturell bedingt gute Lage auf dem Arbeitsmarkt im Vergleich zu anderen europäischen Ländern sind die wesentlichen Gründe dafür. Modellsimulationen zeigen, dass die BIP-Wachstumsrate Deutschlands zwischen 2011 und 2016 ohne die EU-Zuwanderung um jahresdurchschnittlich rund 0,2 Prozentpunkte niedriger gewesen wäre. Es liegen aber weiterhin strukturelle Zuwanderungshindernisse vor. Auch könnte in Zukunft wegen der konjunkturellen Erholung und des demografischen Wandels in anderen EU-Ländern die Zuwanderung aus der EU nicht mehr so stark ausfallen wie bisher. Deshalb ist es wichtig, die Migrationsanreize zu stärken, unter anderem, indem Zuwanderer mehr Möglichkeiten bekommen, eine ihrer Qualifikation entsprechende Beschäftigung zu finden. This increase is mainly attributable to a lack of immigration barriers and the good economic situation on the German labor market compared to other European countries. Model simulations show that GDP growth in Germany between 2011 and 2016 would have been 0.2 percentage points lower on average per year without EU immigration. However, structural barriers to immigration remain. Additionally, due to economic recovery and demographic changes in other EU countries, migration from the EU may not continue as strongly as before. It is therefore important to strengthen immigration incentives, such as by giving immigrants more opportunities to find employment matching their skills. The present analysis shows that expectations of low inflation, rising cyclical unemployment, and external factors such as low crude oil prices were responsible. In the middle of this year euro area price development picked up again. At its meeting in June this year the Governing Council of the ECB decided to end the asset purchase programme (APP) by December of this year and held out the prospect of a first rise in key ECB interest rates after the summer 2019. This necessitates a continuing, sustained inflation momentum. However, core inflation excluding energy and food prices has remained relatively low until now. The ECB is primarily relying on increasing wage momentum to drive core inflation in the near future. As DIW calculations show, this relationship exists but it is quantitatively rather weak. Die EZB setzt besonders auf die anziehende Lohndynamik als Treiber der Kerninflation in den kommenden Jahren. Wie die DIW-Berechnungen zeigen, bestand dieser Zusammenhang zwar bisher, war allerdings recht schwach ausgeprägt. The project owner and some European energy companies argue that it is a profitable, private-sector investment project that is necessary to secure natural gas supplies for Germany and Europe. However, DIW Berlin analyses show that the planned pipeline project Nord Stream 2 is not necessary to secure natural gas supplies for Germany and Europe. The energy consumption forecasts on which the project is based, especially the EU Reference Scenario, significantly overestimate natural gas demand in Germany and Europe. On the supply side, there will be no supply gap if Nord Stream 2 is not built. Different profitability studies suggest that high losses up to the billions can be expected from the project. Es zeigt sich, dass der Stabilisierungsfonds konjunkturelle Schwankungen reduziert und somit einen Mechanismus darstellt, um den gesamten Währungsraum in Zukunft krisenfester zu machen. In particular, the creation of a European stabilization mechanism is being discussed. This study examines the macroeconomic effects of a stabilization fund, the economic consequences of which are analyzed in an equilibrium model. The model shows that a stabilization fund reduces economic fluctuations and is thus a mechanism for making the entire currency area more crisis-proof in the future. However, it should be noted that a stabilization fund may be more politically feasible than shifting responsibility from the national level to a new European Ministry of Finance. Moreover, moral hazard in regards to the behavior of individual countries must be taken into account when designing the stabilization fund. The regulation was designed to create a digital domestic market without adversely affecting consumers. The regulation raises the expectation of changes in mobile network operators’ tariff structures. Theoretical examination shows that as long as mobile network operators do not exclude a roaming option for users who travel only occasionally, everyone will benefit from the regulations—even occasional travelers. In this case, positive effects are also anticipated for overall social welfare. However, negative effects are likely if some tariffs exclude a roaming option. The market result is highly dependent on how strongly consumers differ in their user behavior. Theoretische Überlegungen zeigen: Solange Mobilfunkanbieter eine Roaming-Option für wenigreisende NutzerInnen nicht ausschließen, profitieren alle von der EU-Verordnung – selbst diejenigen, die nur selten verreisen. In diesem Fall sind auch positive Wirkungen auf die gesamte soziale Wohlfahrt zu erwarten. Negative Wirkungen auf alle NutzerInnen sind allerdings dann abzusehen, wenn die Roaming-Option in einigen Tarifen ausgeschlossen wird. Das konkrete Marktergebnis hängt davon ab, wie sehr sich KonsumentInnen in ihrem Nutzungsverhalten unterscheiden. The purpose of this note is to hint at crucial research gaps in terms of appreciating consequences of this variety. In preparation for this, we take stock of the across country diversity of banking sectors in the European Union before and after the financial crisis. Key issues in a future research agenda for evaluating diversity in the banking sector (and the financial sector more generally) have to do with: (a) defining the concept’s empirical meaning and hence its measurable properties, (b) the relationship between diversity and the level of competition (market power) in the banking sector, (c) the link between diversity and banking sector stability, (d) the pertinence of banking sector diversity for mitigating access to finance problems, in particular for SMEs and (e) the interlinkages between diversity in the banking (financial) sector and non-financial, “real” economy diversity (“goodness of fit”- issue, institutional embededdness). Es scheint daher, dass der Prozess der Re-Intermediation und Wiederausrichtung des Bankgeschäfts auf einlagenbasierte Kreditvergabe, der nach der Finanzmarktkrise zu beobachten war, nur kurz währte. In Bezug auf jüngere Entwicklungen argumentieren wir, dass FinTech-Anwendungen vorhandene Bank- und Finanzdienstleistungen ergänzen, aber nicht ersetzen werden. Heterogeneity protects from uniform market behaviour. Local banking can better overcome the problem of asymmetric information, particular in SME lending. Moreover, connections to other socio-political aspects must be factored into the assessment: financial inclusion, presence in rural areas, and depletion of regional disparities. The vast regulation and Europeanisation of supervision, however, - so far neglecting differences in risk profiles and bank sizes - have imposed a higher minimum business size, which led to an extensive merger trend, especially negatively affecting smaller and regionally focussed credit institutions. So it seems that the process of re-intermediation and re-directing banking business back to deposit-based lending, taken place in the aftermath of the financial crisis, was of short length only. Regarding recent developments, we argue that FinTech applications are expected to complement, not to replace, existing banking and financial services. We suppose that varying socioeconomic conditions require appropriately designed corresponding financial sectors. For providing evidence, we firstly determine the specific (quantitative) size and corporate alignments of banking sectors across Europe, based on a sophisticated cluster analysis. Secondly, we develop a coherent system of geographic, social and economic parameters to identify structural patterns within the real economy’s sector. Den enormen Schäden, die durch die GFC und ESC verursacht wurden, folgten in der Tat wichtige institutionelle Aufbauschritte wie die Bankenunion (BU) und die Kapitalmarktunion (CMU). Ihre schnelle Einführung deutet darauf hin, dass BU und CMU als Notfalllösungen zum Einsatz kamen. Im Nachhinein können wir sie nun neu bewerten. Wir gehen davon aus, dass zwei unbeabsichtigte Nebeneffekte eingetreten sind: 1) Die CMU hat das Gleichgewicht gegen das Bankwesen und zugunsten der Finanzmärkte verschoben; 2) die BU schwächt de facto die Bankenvielfalt. The huge damage provoked by the GFC and ESC was, in fact, followed by important institutional building steps as the Banking Union (BU) and Capital Markets Union (CMU). Their swift introduction suggests that BU and CMU arrived as emergency solutions. With hindsight we may now reassess them. We posit that two unintended side-effects materialised: 1) CMU twisted the balance against banking and in favour of financial markets; 2) BU is, de facto, weakening banking diversity. Thus, even if CMU and BU were successful at reaching EU’s economic goals, their side-effects impair the social and cultural goals equally enshrined in EU treaties. Dazu argumentiert der Verfasser, dass es angesichts der Tatsache, dass man nicht weiß und nicht wissen kann, welche Strukturen im Finanzsektor optimal sind, Diversität ökonomisch als vorteilhaft und damit als erhaltenswert einzustufen ist. %X This paper aspires to provide an overview of the issue of diversity of banking and financial systems and its development over time from a positive and a normative perspective. In other word: how different are banks within a given country and how much do banking systems and entire financial systems differ between countries and regions, and do in-country diversity and between-country diversity change over time, as one would be inclined to expect as a consequence of globalization and increasingly global standards of regulation? The general answer to these questions is that there is still today a surprisingly high level of diversity in finance. This raises the two questions addressed in the second part of the paper: How can the persistence of diversity be explained, and how can it be assessed? However, growth has come to a halt in the 60 largest insurance companies: on both executive and supervisory boards, the proportion of women has sunk to almost nine and 22 percent, respectively. For over ten years, DIW Berlin has been investigating to what extent women are represented in the top decision-making bodies of banks and insurance companies. A phase of stagnation from 2006 to 2010 was followed by a period of dynamic growth until 2014/2015 before largely returning to a slower phase of development. It seems unlikely that the average development over the past 11 years will continue linearly because most banks or insurance companies do not continue to increase the proportion of women on supervisory boards after reaching the 30 percent target mark. The development could be strengthened by a change in corporate culture. These changes include ambitious goals for more women in top positions and their timely implementation as well as a more modern corporate organization. To prevent a sudden rush of immigrants into the labor market, Austria opted for a transition period during which immigration remained restricted. We will show that these restrictions had the anticipated effect; while the stock of workers from the new CESEE Member States increased slowly in Austria during the transition period, the trend became markedly steeper after the introduction of free labor market access. Between 2003 and 2016, the stock of workers from CESEE EU Member States in Austria increased fourfold by about 185,000 individuals. The largest immigrant groups are from Hungary, Romania and Poland. While most literature on emissions trading evaluates the efficiency of regulation in a frictionless world, in practice firms incur costs when complying with regulation. In order to assess the relevance of trade-related fixed transaction costs, this study examines the use of international offset credits in the EU ETS. It establishes a model of firm decision under fixed (quantity-invariant) entry costs and estimates the size of such costs rationalizing firm behavior using semi-parametric binary quantile regressions. Comparing binary quantile results with probit estimates shows that high average transaction costs result from a strongly skewed underlying distribution. We take advantage of the discontinuities in regulation status to show that the emission performance standards led to sizeable declines in concentrations of SO2 , NOx, and particulate matter from the oldest fleet of combustion plants. We also find that the average response from the existing old plants was stronger than that from the relatively new existing fleet. Taking into account that new plants were not myopic in complying to the standards, we estimate the treatment effect close to the regulation discontinuity date – showing that more stringent performance standards were effective. We first estimate daily default-risk-free yield curves for French, German, and Italian bonds that can be redenominated and for bonds that cannot. Then, we extract the compensation for redenomination risk from the yield spreads between these two types of bonds. Redenomination risk primarily shows up at the short end of yield curves. At the height of the euro crisis, spreads between first-year yields were close to 7% for Italy and up to -2% for Germany. After explaining theoretical relations of these sociodemographic, individual, social and labour market-related determinants, both a bivariate analysis and random-effects-regression (RE) are conducted with the logarithm of gross income per hour as dependent variable and those determinants mentioned above. The results are different. Although most of determinants are significantly correlated with income, some of them are not significant any more when controlling for all variables in a panel model. We develop a model to account for the gender-skill differences in market hours across countries. Taxes, which reduce market hours in favor of leisure and home production, explain a substantial fraction of the differences in hours for Southern and Central European countries. Subsidized family care, which reduces home hours of women in favor of market hours, explains the different pattern of hours in Nordic countries. Dieses DIW Roundup stellt den aktuellen Forschungsstand zum Zusammenhang zwischen Bildung und Lebenserwartung dar, insbesondere im deutschen und europäischen Kontext. Grundsätzlich lässt sich für Deutschland, aber auch europaweit, ein starker statistischer Zusammenhang nachweisen. Bislang liegen keine Befunde zur kausalen Wirkung von Bildung auf Lebenserwartung für Deutschland vor. Studien aus anderen Ländern Europas können den kausalen Zusammenhang nicht eindeutig belegen. Eine eingeschränkte Datenlage und umfangreiche Variationen im Studiendesign verdeutlichen weiteren Forschungsbedarf. Einige deutsche Ökonomen warnen vor enormen Risiken und Verlusten für Deutschland. Eine genaue Ursachenanalyseund Risikoeinschätzung zeigt aber deutlich, dass ein dysfunktionales Interbankensystem sowie der Abzug von Kapital deutscher Banken aus den südlichen Euroländern maßgeblich für den Anstieg der Target-Salden bis zum Jahr 2012 waren. Target2 war somit nicht eine „Falle“, sondern eine „Flucht-hilfe“ für deutsche Investoren. Der Anstieg der Target-Salden seit dem Jahr 2015 ist dagegen vor allem das Ergebnis des Anleihekaufprogramms der EZB, dessen Erlöse Investoren vor allem in Finanzzentren in Deutschland und Nordeuropa parken. Die Target-Salden sind somit nicht das Resultat eines dysfunktionalen Zahlungssystems oder steigender Risiken, sondern eine Folge der Fragmentierung des Finanzsystems und der Mechanik der EZB-Geldpolitik. Using retrospective survey data from 10 European countries (SHARELIFE, n = 20,227) and structural equation models in a cross-lagged panel design, we determine the relative importance in terms of explanatory power of social causation and health selection in the life course from childhood to old age. Both SES and health heavily depend on their prior status, albeit more for SES than health. During the transition from childhood to working ages, social causation and health selection are equally weak. Turning to the second phase (transition from working ages to old age) causation increases while selection decreases which makes causation the dominant mechanism in older age. While the contribution of common background factors remains difficult to assess, this study shows that both social causation and health selection are responsible for health inequalities; however, their relative importance changes with age. However, the technical characteristics of electricity transmission reduce the available cross-border capacity due to unscheduled flows in a zonal pricing framework. Using the detailed unit commitment and dispatch model stELMOD for the European system, we analyze the development of unscheduled flows under different market and network design scenarios for 2020. We apply ACER's flow definition to decompose commercial schedules and physical flows into unscheduled flows and its fractions, i.e. loop and unallocated flows. Our analysis reveals that unscheduled flows increase on average by 47% from 14.7 GW in 2013 to 21.7 GW in 2020 mainly driven by higher cross-border trade capacities and increasing renewable generation. These unscheduled flows, which affect adjacent countries through e.g. a reduction of tradeable cross-border capacity, can be effectively reduced through a delimitation of bidding zones or HVDC network expansion. Thus, even if a discussion of national impacts of national and European policies is inevitable, they can have substantial implications on adjacent regions through the interconnected electricity system. Earlier TTIP studies analyze welfare effects in a framework where output and welfare coincide. We believe that the utility function of households, which depends on consumption and employment, is the best criterion for assessing TTIP. We measure the welfare effect of TTIP as the percentage of consumption that households would be willing to pay for TTIP in order to remain as well off with it as without it. The welfare effects of TTIP, which eliminates tariffs and cuts non-tariff measures, are always positive for the US and the EU. The reason is that the welfare gain of higher consumption more than offsets the welfare loss of a change in employment.
