A fiscal distress episode is identified as a period when government experiences extreme funding difficulties. Most EWSs employ a specific set of only fiscal leading indicators predetermined by the researchers, which casts doubt on their robustness. We revisit this issue using extreme bounds analysis, which allows identifying robust leading indicators of fiscal distress from a large set. A robust leading indicator’s effect does not strongly depend on the model specification. Consistent with the theoretical predictions of latest generation crisis models, we find that both fiscal and non-fiscal leading indicators are robust. In addition, we find that a fiscal vulnerability indicator based on fiscal and non-fiscal leading indicators offers a 29% gain in predictive power compared to a traditional one based only on fiscal leading indicators. We develop a theory of granularity for the banking sector by modeling heterogeneous banks charging variable markups. Using data for a large set of countries, we show that the banking sector is indeed “granular,” as the right tail of the bank size distribution follows a power law. Using a unique data set at the industry level, we mostly find correlations that are consistent with counter-cyclical influences of the business cycle on entries in both innovative and non-innovative industries. Entries into the large-scale industries, including the innovative part of manufacturing, are only influenced by changes in the cyclical component of unemployment, while entries into small-scale industries, like knowledge intensive services, are mostly influenced by changes in the cyclical component of GDP. Thus, our analysis suggests that favorable conditions in terms of high GDP might not be germane for start-ups. Über alle politischen und wirtschaftlichen Turbulenzen des 20. Jahrhunderts hinweg hat sich vor allem der Einkommensanteil der Top-Zehn-Prozent wenig verändert: Auf Basis von Steuerdaten lag er sowohl 1913 als auch 2013 bei rund 40 Prozent des Volkseinkommens. Der Anteil des Top-Ein- Prozents war mit 13 Prozent im Jahr 2013 hingegen niedriger als vor 100 Jahren, als dessen Anteil noch 18 Prozent betrug. Beide Gruppen haben aber seit der Nachkriegszeit deutlich zulegen können. In den vergangenen Jahrzehnten hat vor allem die untere Hälfte der Bevölkerung verloren: Erhielt sie 1960 noch mehr als 30 Prozent des Volkseinkommens, waren es 2013 nur noch 17 Prozent (vor Steuern und staatlichen Transferleistungen). A central challenge facing policymakers is how to assess the relative strength of those forces. Economists have a range of tools that can be used to make such assessments. Dynamic stochastic general equilibrium (DSGE) models are the leading tool for making such assessments in an open and transparent manner. We review the state of mainstream DSGE models before the financial crisis and the Great Recession. We then describe how DSGE models are estimated and evaluated. We address the question of why DSGE modelers—like most other economists and policymakers—failed to predict the financial crisis and the Great Recession, and how DSGE modelers responded to the financial crisis and its aftermath. We discuss how current DSGE models are actually used by policymakers. In this context, the explicit goal to significantly raise the percentage ofwages in the national household income was an integral part of the 12th Five-Year Plan (2011–15). These changes in economic strategy are likely to affect the attractiveness of the country to foreign investors. In this paper, we raise the hypothesis that soaring relative wages negatively affect foreign direct investment (FDI) inflows to China, and alter their distribution within China. In addition, low-wage countries in the Asian region might benefit from the changed direction of FDI inflows. We utilize fixed-effects panel models with spatial spillovers for Chinese provinces and developing ASEAN countries to provide strong and robust evidence that wage increases change the allocation of FDI within China. Um diese studienspezifischen Einflüsse bewerten zu können, kann ein Vergleich der Ergebnisse auf Basis von mehreren Datenquellen hilfreich sein. In dieser Untersuchung werden die Einkommensverteilungen, mehrere Armutsmaße, die identifizierten Armutsrisikoquoten von Subpopulationen, Armutsfaktoren, die Betroffenheit von dauerhafter Armut sowie Auf- und Abstiege mit den beiden Haushaltspanelstudien Panel „Arbeitsmarkt und soziale Sicherung“ (PASS) und sozio-oekonomisches Panel (SOEP) berechnet und miteinander verglichen. Als zusätzliche Referenz nutzen wir Ergebnisse zu Armut basierend auf dem Mikrozensus. Ziel dieses Vorhabens ist es, die Aussagekraft der Ergebnisse von Armutsanalysen besser einschätzen zu können. Zwischen den beiden Studien können signifikante Unterschiede in den Armutsmaßen festgestellt werden, welche sich allerding teilweise über den Beobachtungszeitraum auflösen. Eine Annäherung der in PASS bestimmten Armut an die Werte des SOEP kann entweder durch einen Ausfallsprozess in den ersten Erhebungsjahren der PASS-Studie oder durch eine Verbesserung der Datenqualität der Einkommensinformation bedingt sein. Die Resultate einer multivariaten Analyse auf die Wahrscheinlichkeit ein Einkommen unterhalb der Armutsschwelle aufzuweisen weichen zwischen den beiden Studien kaum voneinander ab. In der beobachteten Armutsdynamik weisen die beiden Panelstudien neben großen Gemeinsamkeiten auch klare Unterschiede auf. Insgesamt zeigt sich ein in vielen Bereichen vergleichbares Bild von relativer materieller Armut in den beiden Haushaltspanelstudien, das jedoch in einigen Punkten voneinander abweicht. Hieraus lässt sich die Relevanz für die Analyse von Armut anhand mehrerer verschiedener Datenquellen ableiten. %X Results of poverty analyses based on survey data are subject to statistical uncertainties and could be affected by systematic bias. Potential error sources occur in the pre data collection phase (e. g. sampling), the data collection phase (e. g. unit non response or item non response) as well as in the post data collection phase (e. g. weighting or data generation). In order to evaluate study specific influences, a comparison of results based on multiple data sources can be informative. In this project we compare income distributions, poverty indicators, poverty rates of subpopulations, determinants of poverty, the persistence of poverty and the dynamic of poverty over time based on the two household panel studies German panel study “Labour Market and Social Security” (PASS) and the German socio-economic panel (SOEP). As an additional reference we use findings on poverty based on the German Microcensus. The aim of this project is to better assess the validity of the results of poverty analyses. We find significant differences in the poverty rates between the two panel studies, which fade over time. An approximation can be caused either by an attrition process in the first years of the PASS study or by an improvement in the data quality of income information. However, results of a multivariate analysis on the probability of having an income below the poverty threshold are hardly different between the two studies. Looking at the persistence and dynamic of poverty the two panel studies lead to very similar results. Overall, there is a comparable picture of relative material poverty resulting from the two household panel studies, which differs in some specific aspects. Motivated by the action plan for the European Capital Markets Union, we examine the potential for legal harmonization and convergence in institutional quality to affect financial structures. Our analysis yields three key insights. First, legal harmonization across the EU promotes capital market integration via increased portfolio equity holdings. Second, discrepancies in institutional quality matter for cross-border portfolio positions: economic agents increase their portfolio debt investment in countries that are transparent and have efficient insolvency procedures, investor protection, and tax systems as compared to the domestic ones. Third, the relationship between external capital holdings and institutional harmonization varies significantly across sectors. The recent Great Recession period appears to be characterized by uniquely large impulse responses of output to fiscal shocks. Moreover, the particularity of this period is underlined by highly unusual responses of several other variables. The pattern of fiscal shock responses neither completely fits the predictions of the New Keynesian model of an economy subject to the zero lower bound on nominal interest rates, nor does it suggest regular variation of fiscal policy effects depending on the state of the business cycle. We first estimate daily default-risk-free yield curves for French, German, and Italian bonds that can be redenominated and for bonds that cannot. Then, we extract the compensation for redenomination risk from the yield spreads between these two types of bonds. Redenomination risk primarily shows up at the short end of yield curves. At the height of the euro crisis, spreads between first-year yields were close to 7% for Italy and up to -2% for Germany. Robustness is captured via several dimensions, such as the chronology of past crises, econometric methods, and the selection of indicators in forecast combinations. The chosen approach is shown to be crucial for the results. Zur Beantwortung dieser Fragen wurden im Auftrag des Sozio-oekonomischen Panels (SOEP) des DIW Berlin von Infratest Sozialforschung Fokusgruppengespräche durchgeführt. An diesen Gesprächen haben 31 Personen teilgenommen. Unter Berücksichtigung der Arbeitsmarktsituation von zum Teil arbeitslosen, zum Teil im Niedriglohnsegment beschäftigten Befragten aus verschiedenen Regionen geht es zunächst darum herauszufinden, ob sie ihre eigene Entlohnung als gerecht einschätzen. In einem zweiten Schritt wird nach der Eignung des Mindestlohns als Instrument zur Herstellung von Lohngerechtigkeit gefragt. Schließlich geht es um die Erfahrungen der Befragten mit der Durchsetzung des Mindestlohns. Halten sich Beschäftigte und Unternehmen daran oder wird er umgangen? Und falls er umgangen wird, welche Umgehungsstrategien werden genannt? Erste Ergebnisse der Auswertung zeigen, dass Arbeitslose und geringverdienende Befragte ihre Arbeitsmarktsituation eher als perspektivlos einschätzen. Vor allem ältere Arbeitnehmerinnen und Arbeitnehmer sowie diejenigen, die Kinder oder Angehörige betreuen, fühlen sich am Arbeitsmarkt ungerecht behandelt. We derive necessary and sufficient conditions for the welfare gain to be positive, and show how this welfare gain can be decomposed in a pure effect of economic growth, a mobility effect and a cost due to aversion to time fluctuations given individuals’ ranks in the income distribution. The mobility effect, generated by reranking in the income distribution has two components: a cost due to the time fluctuations in incomes and a benefit, due to the equalization in time averaged incomes. We illustrate the analysis using CNEF data for Australia, Korea, Germany and Switzerland. Our results indicate that the largest component of the welfare gain is the equalization of time averaged income, induced by reranking. After subtracting the cost of mobility due to the increase in time fluctuations of individual income streams, the net effect of mobility remains positive. However, a substantial share of annual redistribution might turn out to serve individual insurance in a longer perspective. In particular, public pensions, that smooth incomes over the life-cycle and are funded by high taxes, play an increasingly important role in welfare states with aging societies. This paper investigates to what extent long-run redistribution diverges from annual redistribution in welfare states of different types. Exploiting panel data from the Cross-National Equivalent File (CNEF) for Australia, Germany, Korea, Switzerland, the United Kingdom and the United States, we find that supposedly highly redistributive welfare states like Germany provoke comparably less redistribution between individuals in the long-run than the United Kingdom or the United States. In this paper we empirically analyze the impact of exogenous changes in bank exposure on the risk position of the sovereign within a Markov switching structural vector autoregressive in heteroscedasticity (MSH-SVAR) framework for a set of EMU countries. We add to the methodological literature by allowing for regime dependent shock transmissions according to the volatility state of the financial system. Since top wealth is likely to be underrepresented in household surveys, we integrate big fortunes from rich lists, estimate a Pareto distribution, and impute the missing rich. In addition to the Forbes list, we rely on national rich lists since they represent a broader base for the big fortunes in those countries. As a result, the top percentile share of household wealth in Germany jumps up from 24 percent to 31 percent in the first and from 24 to 33 percent in the second wave after top wealth imputation. For this purpose, we exploit variation in the regional treatment intensity, assuming that the stronger a minimum wage ‘bites’ into the regional wage distribution, the stronger the regional labour market will be affected. In contrast to previous studies, we construct two regional bite indicators based upon detailed individual wage data from the Structure of Earnings Survey (SES) 2014 and combine it with administrative information on regional employment. Moreover, using the Socio-Economic Panel (SOEP), we are able to affirm the absence of anticipation effects and verify the assumption of a common trend in wages before the reform. In sum, we find only moderate negative effects on overall employment of about 140,000 (0.4%) jobs, which are mainly driven by a sharp decline of marginal employment (‘mini-jobs’), while we do not find pronounced significant effects for regular employment in most specifications.
