Abstract

The development of innovative enterprises in China and India has been hampered for a long time due to missing linkages between the research and enterprise sector and the predominant role of public research institutes. In order to increase the international competitiveness of enterprises, both countries changed their innovation policy and created incentives for a closer cooperation among actors in the national innovation system (NIS) and supported the set up of new intermediaries. This contribution analyses the adjustment of the two largest national research institutes (CAS and CSIR) to the changes in the economic environment and their contribution to the reorientation of the NIS.
