As a producer and consumer of electrical power, the South American Republic of Argentina with a population of around 24 million and an area of 2.8 million sq.kilometers, the second largest South American country, is on a scale with the German state of Bavaria. Electricity consumption and the output of operating power plants were 19 billion kwh and 5,400 mw respectively in 1970. Of the latter 4,000 mw were accounted for by public utilities. The absence of a national power network and the relatively halting progress in the expansion of power plant performance has resulted in frequent power shortages in the past, demand having increased rapidly. The government's 10-year plan is an attempt to deal decisively with these supply bottlenecks, envisioning a 9,200 mw expansion in output in the period 1970-1980. Even if this plan is fulfilled however, estimates indicate that production will still probably lag about 6 billion kwh behind demand in the year 1980.
