Abstract

The aim of the foregoing analysis is to demonstrate, in which way situations of equilibrium and disequilibrium of the labour market on the basis of a combined macro-economic labour supply and demand system can be analysed. Especially, the analysis concerns the confrontation of labour supply and demand, differentiated according to education and occupation categories, in so-called "Manpower and Education balances" In particular it is not the aim of the discussion to extend either the social demand approach or the manpower approach. In the first step it is important to analyse, on the basis of the substitution and flexibility analysis, an actual labour-market situation to point up to possibilities of labour absorption. But this view of the problem does not demonstrate the mechanism of the labour market, which leads to an equilibrium of the "Manpower and Education balances". Therefore the following step has to point up on the basis of the dynamic analysis the possibilities of adaption in the education and occupation system to avoid the rigid confrontation of labour supply and demand. The equilibrium condition is postulated to be total equalization of the "Manpower and Education balances". Under this condition the analysis tries to derive possible dynamic equilibrium pathes of the central parameters of the system either on the side of labour supply or demand. After a critical analysis of the present approach the last step is to include feed-backs in the way of functions, concerning the reactions on labour market disequilibria.
