Abstract

The term „fuel poverty“ describes to what extent increasing energy costs lead to a new kind of indebtness and poverty of low income households. Up to now there is no sufficient measuring method to identify fuel poverty households in Germany. The present paper reviews a British approach regarding its adaptability on German data. The aim is to examine the potential of the “Low-Income-High-Costs” indicator for German fuel poverty research. Data of the socio-economic panel, a wide-ranging representative longitudinal study of private households is used to answer this question. Although results show adaptability is given, the author is forced to use different kinds of variables according to energy costs as well as modelling the data. The findings shed light on the question on how many German households are affected by fuel poverty and provide contribution to the general problem of rudimentary data.
