Abstract

Im Rahmen des Forschungsvorhabens „Wirtschaftliche Chancen durch Klimaschutz“ beschreibt und quantifiziert die vorliegende Studie die ökonomische Bedeutung des bisherigen Klimaschutzes für Deutschland. Der Umsatz, die Beschäftigung und die Exporte der Klimaschutzwirtschaft in Deutschland werden mit Hilfe von Produktions- und Handelsstatistiken berechnet. Dafür wird angenommen, dass die Klimaschutzwirtschaft grundsätzlich alle Wirtschaftseinheiten umfasst, die Waren und Dienstleistungen für Klimaschutzaktivitäten produzieren. Basierend auf Güterlisten beträgt der Anteil von potenziellen Klimaschutzgütern an der Gesamtproduktion der deutschen Industrie demnach bis zu 3,6 Prozent. Werden indirekte Beschäftigungswirkungen mitberücksichtigt, schafft der Klimaschutz in Deutschland Beschäftigung für bis zu eine Mio. Menschen. Außerdem wird der Anteil von Klimaschutztechnologiegütern am deutschen Warenexport basierend auf Handelsstatistiken auf etwa 9,4 Prozent geschätzt. Desweiteren beschreibt die Studie die Auswirkungen des bisherigen Klimaschutzes auf Innovationen. Demnach kommen fast 50 Prozent aller Patentanmeldungen im Bereich Klimaschutz in Europa aus Deutschland. Die Studie beschreibt auch die Auswirkungen des Klimaschutzes auf die Versorgungssicherheit Deutschlands. Außerdem quantifiziert die Studie die vermiedenen gesellschaftlichen Folgekosten des Klimawandels und die Kosteneinsparungen durch geringeren Energie- und Ressourcenverbrauch. Die Kosteneinsparungen durch Klimaschutzes werden jeweils auf zweistellige Milliardenbeträge geschätzt. Desweiteren diskutiert die Studie, welches wirtschaftliche Potenzial die Verzahnung von Klimaschutz und Rohstoff- und Materialeffizienz bietet und wie durch konsequenten Klimaschutz Fehlinvestitionen vermieden werden können.

This study, which is part of the project “economic benefits of climate change mitigation”, describes and quantifies the economic significance of climate action for Germany.The turnover, employment and exports of the climate action industry in Germany are calculated with the help of production and trade statistics. It is assumed that the climate action industry comprises all economic entities that produce goods and services for climate action activities. Based on product lists, the share of potential climate action goods of the total production of German industry is 3.6%. If indi-rect employment effects are considered, climate action in Germany creates jobs for up to one million people. Based on trade statistics, the share of climate action goods of the total German export of goods is estimated at 9.4%.Moreover, this study describes the impact of climate action on innovation. Almost 50% of all patent registrations in the area of climate action in Europe are from Germany. This study also describes the impacts of climate action on the German security of supply. Moreover, the study quantifies the avoided social follow-up costs of climate change and the saved costs due to less energy and resource consump-tion. The costs saved by climate action are estimated at tens of millions of Euros. The study also dis-cusses the economic potential of an interlocking of climate action and resource and material efficiency and how misinvestments can be avoided by consistent climate action.
