The results of the Bidding Zone Review have reignited the debate around congestion management in Europe. Much of the discussions focus on the number of bidding zones necessary to limit congestion and the challenges for liquidity and competition in smaller zones. Locational marginal pricing would offer an alternative that combines effective congestion management with enhanced liquidity, transparency, and competition. Opponents, however, describe it as theoretical and implementation infeasible.

So how was this possible in North America? Actors that have been at the core of implementing locational marginal pricing in different market regions of North America over the last twenty years will report about their experience and discuss in break-out groups what lessons we can learn to better understand the viability of adopting locational marginal pricing in Europe and how specific implementation challenges can be overcome.
