DESCRIPTION:12:30 - 13:30 // Everyone is talking about public debt. Europe's economic and financial crisis is, not least, a crisis of sovereign and local government debt. In Germany, along with national and regional government debt, local authorities' obligations are also coming under the spotlight again. Using comprehensive data records, this study analyzes the debt structure of local German authorities from 1998 to 2009. In addition to the risk of rising local government debt, the rapid increase in short-term lending and the terms of local government debt also show an increased risk potential.
