In 2016 the negotiations on the legislative instruments for the EU’s 2030 climate and energy targets will take off for good. Following the proposal for a revised ETS Directive in mid-2015, the next milestone for the implementing legislation will be a new Effort Sharing Decision - and the Commission is expected to publish a proposal before the summer.
The event will feature insights and discussions on two central aspects: 1) How will the 40% target for the EU be shared between Member States? 2) What are the flexibilities that could be built into the system to increase cost efficiency and increase private sector engagement?
