Debriefing COP 23 – What has been achieved in Bonn and what is needed for COP 24?

In a challenging political context, with the US announcement to withdraw from the Paris Agreement, the COP23 in Bonn has a long list of issues to tackle, most notably the process to establish a rule book for the Paris Agreement. The Fiji presidency, representing the many vulnerable countries suffering from climate change impacts, urges for more adaptation support and for recognition of losses and damages due to the global temperature rise. And in 2018 both ambitions and support for more climate action will be on the agenda for the COP24. Thus, also the Polish COP24 presidency needs progress in Bonn, to reduce the high burden of tasks left to be accomplished within the next year.

We will discuss what was delivered in Bonn and how far the rule book and other necessary instruments like the global stocktake have been developed in the negotiations. We will also hear first-hand insights about the demands and deliveries on climate finance and further support needed for developing countries. In order to set the stage for COP24, we will look towards the Polish presidency of COP24, a presidency that will take place against the backdrop of apparent Eastern European preferences for fossil energy and for a “fair” effort sharing for the EU’s NDC implementation.
