Trade policy has been in the headline news throughout this year. At the same time, trade policy is capturing increasing attention in international climate policy debates, for example regarding the responsibilities of consumers for carbon embodied in imports, or concerns of producers how national policy regimes can be designed to guide a transition to climate neutrality in a highly competitive world. Moreover, references to the Paris Agreement in the negotiations of EU trade deals are en vogue and being implemented.
