The Impact of Domestic and Global Biofuel Mandates on the German Agricultural Sector

The aim of this work is to evaluate the impact of domestic and global biofuel policies on Germany's agricultural sector. The central part of our study is divided into four sections. Section 2 presents in detail the issues that make biofuels a debated topic in today's economic policies. Fundamental aspects of our energy consumption patterns and the geographic location of our natural resources are highlighted ...

CO2 Based Taxation on Cars Is Rising in Europe

In recent years, CO2 emissions have become the leading basis of assessment for car taxes in most European countries. In July 2009, with a view to pursuing climate policy goals, also Germany began using this factor to assess taxation on cars. The DIW Berlin has carried out a systematic and quantitative comparison of car taxation in Europe.1 The results reveal high tax rates in over ten countries that ...

Next Stop: Restructuring? A Nonparametric Efficiency Analysis of German Public Transport Companies

In this paper, we present a nonparametric comparative efficiency analysis of 179 communal public transport bus companies in Germany (1990-2004). We apply both deterministic data envelopment analysis (DEA) and bootstrapping to test the robustness of our estimates and to test the hypothesis of global and individual constant returns to scale. We find that the average technical efficiency of German bus ...

Potential Gains from Mergers in Local Public Transport: An Efficiency Analysis Applied to Germany

We analyze potential gains from hypothetical mergers in local public transport using the non-parametric Data Envelopment Analysis with bias corrections by means of bootstrapping. Our sample consists of 41 public transport companies from Germany's most densely populated region, North Rhine-Westphalia. We merge them into geographically meaningful, larger units that operate partially on a joint tram network. ...

The Diverse Structures of Passenger Car Taxation in Europe and the EU Commissions Proposal for Reform

In this study we first analyze duties on passenger cars in 27 European countries. Taxes and fees related to the registration, ownership and use of cars are assessed differently across Europe, and their rates vary significantly. We find that the annual taxes levied on specific types of cars differ across countries by a factor of up to four, while the variouskinds of duties levied account for extremely ...

An Econometric Analysis of Motorway Renewal Costs in Germany

The analysis of motorway renewal costs presented in this paper was driven by two research questions: First, to analyse the economic process of motorway renewal work and to identify whether there exist economies of scale; and second to identify the influence of traffic volume on renewal costs and to derive an estimate of marginal infrastructure costs as part of optimal road user charges. The analysis ...

Introducing Environmental Externalities into Transport Pricing: Measurement and Implications

It is European Commission policy to charge modes of transport according to the marginal social cost of their use of the infrastructure, including environmental costs. However, progress in implementing this process has been slow, partly because of the difficulty of measuring and valuing these costs. This need has led to a great deal of research in this area in recent years. The paper presents the results ...
