deep decarbonization

16:30 - 18:00

Speakers

David G Victor, Arunabha Ghosh, Danny Cullenward, Ingrid Nestle

With the Green Deal, the EU aims not only at climate neutrality by 2050, but also to stimulate economic recovery in light of the pandemic. The European Commission is currently revisiting its climate policy instruments in order to strengthen the economics of climate friendly activities and investments. A central part of the debate is the European Emission Trading System and a proposed Carbon Border Adjustment Mechanism (CBAM).

Going beyond Europe, we want to discuss how the EU Green Deal, including the EU ETS reform options, can also contribute to global recovery and climate action. Based on their new book “Making Climate Policy Work” Danny Cullenward and David Victor will share their insights on the role of carbon pricing, policy dynamics and implementation as starting point for a deabte on questions like:

  • Would other countries be more likely to implement carbon pricing, if the EU could demonstrate that it is possible to make the carbon price effective and avoid carbon leakage risks?
  • Will incentives, for example from a carbon border adjustment mechanism, trigger other countries to implement climate policy?
  • Should Germany and EU focus their climate cooperation on encourage third countries to advance overall climate action, or to implement specific instruments, like carbon pricing?
