The Structural Development Act for Coal-Mining Regions entered into force on August 14, 2020. In this context, the Federal Institute for Research on Building, Urban Affairs, and Spatial Development at the Federal Office for Building and Regional Planning (BBSR) has been commissioned to establish a Competence Center for Regional Development to provide scientific support for structural change, to monitor changes in living conditions in and outside structural development regions in as differentiated a manner as possible over a period of years, and to formulate recommendations for policymakers on the basis of this research. To create a broad empirical database for this endeavor, an additional sample of 1,000 households in the areas receiving assistance through the Structural Development Act will be integrated into the main survey of the longitudinal study “Living in Germany” in 2022.

The project is comprised of four parts:

  1. Developing a sampling design to draw a supplementary sample in areas targeted by the Structural Development Act for Coal-Mining Regions in 2022.
  2. Surveying of households by the survey institute infas using the complete SOEP survey program.
  3. Processing of raw data and integration into the main SOEP survey.
  4. Provision of data to users with the release of version V39 of the SOEP data.
