    Veranstaltung Investment Weakness in the Euro Area and the Need for Public Investment - The IMF Perspective

    As highlighted in the IMF's article IV consultation report for the euro area, investment across the euro area remains below its pre crisis level. Its performance has been weaker than in most previous recessions and financial crises. The IMF analysis shows that much of this weakness can be explained by output dynamics, but that since the sovereign debt crisis, a high cost of capital, financial constraints, corporate leverage, and uncertainty have further held back investment in parts of the euro area.

    : Jörg Decressin, Senior Advisor of the International Monetary Fund (IMF)

    Chair: Prof. Marcel Fratzscher, Ph.D., President of DIW Berlin

    The World Economic Outlook (WEO) discusses the growth and inflation prospects for the advanced economies, the consequences for their monetary policies, and the repercussions for capital flows to and activity in the emerging economies. It analyzes the drivers of the recent slowdown of growth in the emerging economies--are they cyclical or structural in nature? How resilient to crises are the emerging economies? The WEO reflects on the recent developments in the euro area. To what extent have the economies in the periphery rebuilt their competitiveness? It concludes with a discussion of the policy challenges facing the advanced and emerging economies.

    Jörg Decressin is Senior Advisor in the IMF's Research Department, in charge of the IMF's World Economic Outlook. He joined the IMF after he obtained his Ph.D. from Harvard University in 1993 and has published on labor and capital market adjustment, fiscal policy, and financial integration in Europe.

    The OECD's 2013 Economic Survey of China analyses the challenges faced by the new leadership in Beijing and sets out recommendations to foster more inclusive and greener urbanisation and growth. Vincent Koen, one of the report's authors, will discuss China's recent economic performance and longer-run prospects, with an emphasis on external and internal rebalancing. Policymaking in China is increasingly focusing on the need to improve citizens' well-being, notably with the ongoing expansion of the social safety net and the greater prominence of environmental concerns. However, the pace of reform needs to be stepped up if average living standards are to double during the 2010s, in line with official policy objectives.

    Die internationalen Grundlagen der Unternehmensbesteuerung haben nicht mit dem Wandel der globalen Geschäftspraktiken Schritt gehalten. Viele multinationale Unternehmen nutzen Lücken in der aktuellen Gesetzgebung, um ihre Gewinne zu verlagern und ihre Steuerzahlungen so gering wie möglich zu halten. Das hat gravierende Folgen für die Einnahmen der Staaten, in denen diese Unternehmen agieren. Die G20 haben die OECD damit beauftragt, einen Bericht über das Phänomen der Gewinnverlagerung und der damit verbundenen Aushöhlung der Steuerbemessungsgrundlagen zu verfassen.

    DIW Applied Micro Seminar Forget Cobb-Douglas Production Function: Not just yet

    [World] Cobb-Douglas (CD thereafter) aggregate production function is deemed too restrictive. Estimation of the CD technology with constant coefficients indeed provided very little flexibility in explaining the production process across the countries. Even if the parameters of the CD production function are allowed to vary across predefined regions (parts of the world), they are ad hoc restricted the be the same within these regions. We allow the parameters of the CD production technology themselves be the function of other macroeconomic variable(s). Further, instead of estimating the regression in logarithmic form, which is habitually done in the literature, we do the estimation in levels. We employ Poisson pseudo maximum likelihood (PPML) since the convergence of the nonlinear least squared proves hard to achieve. This leads to the PPML model with varying coefficients, which offers flexibility in interpretation of the production process.
