Konferenz 4. Gender Studies Tagung
(Un)gleich besser?! - Die Dimension Geschlecht in der aktuellen Ungleichheitsdebatte

Mit hochkarätigen Gästen wollen wir unter anderem die Zusammenhänge zwischen der zunehmenden Einkommens- und Vermögensungleichheit und der Ungleichheit zwischen Männern und Frauen diskutieren. In den letzten Jahren wurde viel unternommen, um die Chancengleichheit von Frauen und Männern zu verbessern. Ist das gelungen? Wem nützen die gleichstellungspolitischen Neuerungen des letzten Jahrzehnts und aktuelle Vorhaben? Wer profitiert von Elterngeld und Frauenquote? Nur eine erfolgreiche karriereorientierte Mittelschicht? In welchem Zielkonflikt stehen Gleichstellungspolitik und Verteilungspolitik? Kann dieser Konflikt aufgelöst werden und wenn ja, wie?

SOEP Linos-2-Workshop

Im Rahmen des DFG geförderten Projekts Strukturelle Bedingungen von Gerechtigkeitseinstellungen über den Lebensverlauf (kurz LINOS für Legitimation of Inequalities over the Life-span) findet am 13. und 14. September ein Workshop in den Räumlichkeiten des DIW statt.

Im Zentrum des Workshops stehen die ersten beiden Wellen eines Beschäftigtenpanels, welches im Kontext des LINOS- Projektes erhoben wird. Ergänzt um verknüpfte administrative Daten des Instituts für Arbeitsmarkt- und Berufsforschung (IAB) in Nürnberg, ermöglicht die Befragung die längsschnittliche Betrachtung von Gerechtigkeitseinstellungen über den Lebensverlauf, unter Berücksichtigung detaillierter Informationen über die Einbettung der Befragten in soziale Kontexte (Projektbeschreibung).

Der Workshop bietet nationalen und internationalen Wissenschaftlerinnen und Wissenschaftlern ein Forum, um erste Einblicke in die Methoden und Ergebnisse der LINOS Befragung zu erhalten sowie aktuelle Arbeiten aus der empirischen Gerechtigkeitsforschung zu diskutieren. Am ersten Tag des Workshops wird in die Daten des Projekts eingeführt, unterstützt von Beiträgen zu ergebnis- und ordnungsbezogene Gerechtigkeitseinstellungen im Quer- und Längsschnitt. Der zweite Tag zeigt weitere Perspektive der Datennutzung auf, indem sowohl methodischer Forschung mit LINOS-Daten und administrativen Daten sowie  Beiträge aus der experimentellen Gerechtigkeitsforschung diskutiert werden. Darüber hinaus wird die Rolle von persönlichen Netzwerken für Gerechtigkeitseinstellungen diskutiert. Der Workshop schließt mit einigen Bemerkungen zum Zugang zu den LINOS Daten sowie zu den Möglichkeiten zukünftiger Forschungskooperationen.

    Cluster-Seminar Öffentliche Finanzen und Lebenslagen Care & Careers: Housework Distribution and Occupational Prestige

    Despite increasing female labor market participation over the past decades care duties are hardly been shared more equally within couples. We challenge existing approaches (time availability theory, relative resources approach) on the formation of care arrangements with the human capital theory focusing on the consequences of an unequal distribution of housework. We argue that couples make simultaneous decisions on the time spent in market and care work. A more equal care distribution frees women’s time resources and enhances their abilities to participate in the labor market and have more successful employment careers. Based on GSOEP data we investigate the effects of different care work distributions within heterosexual couple households on their employment probability and occupational success. In this version of the paper we estimate fixed effect regressions also that control for individual and household characteristics as well as general time trends. Preliminary results show that the total amount of housework and its distribution between partners significantly affect, both, the labor market participation and the occupational prestige of men and women.

    SOEP 13th International German Socio-Economic Panel User Conference (SOEP 2018)

    The 13th International German Socio-Economic Panel User Conference (SOEP2018) will be held in Berlin, July 19-20, 2018 at Berlin Brandenburg Academy of Sciences (BBAW).

    The conference provides researchers who use the SOEP with the opportunity to present and discuss their work with other researchers familiar with SOEP data. Researchers of all disciplines (e.g., economics, demography, geography, political science, public health, psychology, and sociology) who use the SOEP or the SOEP part of the Cross-National Equivalent File (CNEF) are invited to submit an abstract. We encourage in particular submission of papers using the longitudinal features of SOEP as well as papers on survey methodology and cross national comparative analysis.

    Besides the open call for paper submissions, we invite session contributions with four papers each on the following topics:

    • Implications of Technological Change
    • Intergenerational Transmission
    • Low and Minimum Wages
    • Migration and Integration (e.g., refugees, EU-enlargement)
    • Unification of Germany

    At the 13th International SOEP User Conference the entire SOEP team and research community will celebrate Gert G. Wagner’s numerous accomplishments on behalf of the SOEP. This is a particularly fitting venue, as it was Gert Wagner who launched the first SOEP User Conference in 1993. We are delighted that this conference will be held at the same location as it was 25 years ago: the Berlin-Brandenburg Academy of Sciences (BBAW) on Gendarmenmarkt, in the center of Berlin.

    Workshop Konferenz zur "Evaluation des Mindestlohns"

    Am 4. und 5. Juli 2018 wird am DIW Berlin die Konferenz „Evaluation of Minimum Wages“ stattfinden. Ziel der Konferenz ist es, ein Forum für die aktuelle Forschung zu Mindestlöhnen und deren Effekten zu bieten. Während der Fokus der Veranstaltung auf Deutschland nach der Einführung des flächendeckenden Mindestlohns liegt, werden auch Beiträge mit empirischen Untersuchungen aus anderen Ländern sowie Studien mit theoretischem oder methodischem Schwerpunkt gesucht. Als Keynote Speaker konnten wir Prof. Dr. David Neumark (University of California, Irvine) gewinnen.

    Cluster-Seminar Öffentliche Finanzen und Lebenslagen Training Participation with Increasing Working Horizons: Evidence from a German Pension Reform

    Investments into the human capital of (older) individuals—by employees, governments and especially firms—are expected to depend on the remaining working horizon of individuals. Thus, with the anticipation of shifts in retirement ages due to pension reforms, an increase in training participation rates should be expected. As training increases the employability of older individuals, this would be an important complementary development to pension reforms aiming to increase the employment rates of older age-groups. In this paper, a 1999 German pension reform is used as a natural experiment to study the development of training participation with increasing working horizons. Pre- and post-reform cohorts are compared in a Regression Discontinuity Design using the German Microcensus. However, based on the evidence available for this study, an increase in training participation in anticipation of longer working horizons could not be found. Thus, further interventions are needed to ensure that shifts in the retirement age do not lead to increased old-age unemployment rates due to low productiveness.

    Cluster-Seminar Öffentliche Finanzen und Lebenslagen Fertility as a Driver of Maternal Employment

    Based on findings of an extensive empirical literature that mainly stem from high- income countries, economists often hypothesize that having more children, especially young ones, unambiguously decreases the time mothers spend in the labor market. Re- search on middle- and low-income countries is scarce, despite of several interesting aspects that are common to these countries and that potentially matter for the relationship between fertility and maternal labor supply: the low wealth of a large number of house- holds, the provision of informal child care within extended families, and the high prevalence of informal employment. I use Mexican census data from 2010 in order to provide new evidence on the relationship between fertility and female labor market outcomes in a middle-income country. In order to disentangle causal effects of childbearing, parental preferences for mixed-sex siblings are exploited. My findings show that an exogenous rise in family size is associated with a significant increase in labor supply by mothers that are induced to change their family size by the instrument. This response tends to be driven by an increase in formal employment at the intensive margin for a very small fraction of women, while having mainly an impact at the extensive margin for informal labor. I further show that the presence of grandparents and low household wealth potentially contribute to this positive effect. The external validity of my results is shown to be limited, but econometric approaches that allow to extrapolate from this effect indicate that the response in informal employment is non-negative for the whole sample.

    Cluster-Seminar Öffentliche Finanzen und Lebenslagen The Impact of Initial Placement Restrictions on Labor Market Outcomes of Refugees

    This paper analyzes employment effects of a policy reform that was introduced as a measure for targeted integration of foreigners into local labor markets in Germany. The Residence Rule puts additional constraints on initial residence decisions for refugees after having received a permanent residence permit. Given that this reform applies to a subset of refugees only, it creates exogenous variation that I exploit in a Differences-in-Differences analysis. Using a novel data set, the IAB-BAMF-SOEP Survey of Refugees in Germany, the results suggest a negative effect of the reform on the probability to take up employment. This effect is robust to the inclusion/exclusion of covariates. Yet, since sample size in the post-treatment period is relatively small, some specifications yield statistically insignificant effects.

    Cluster-Seminar Öffentliche Finanzen und Lebenslagen The Effect of Parental Leave Policies in Frictional Labor Markets

    I analyze the impact of labor market risks on fertility and female labor supply in a dynamic structural life-cycle model. In particular, I provide insights on whether parental leave policies, such as legal job protection periods, can mitigate these risks. To this end, I estimate a dynamic discrete choice model, using a rich German panel dataset, for the time period between 2007 and 2013. Preliminary findings suggest a strong impact of parental leave job protection on fertility.

    SOEP Brown Bag Seminar Tax and Transfer Policies and the Female Labor Supply in the EU

    This study measures the effect of tax-benefit policies on female labor supply based on a broad sample of 26 European countries in 2005-2010. The tax-benefit microsimulation model EUROMOD is used to calculate a measure of work incentives at the extensive margin - the participation tax rate, which is then used as the main explanatory variable in a female employment equation. This allows me to deal with the endogeneity of income in a new way by using a simulated instrumental variable based on a fixed EU-wide sample of women. Results suggest that a 10 percentage point increase in the participation tax rate decreases the female employment probability by 2 percentage points. The effect is higher for single mothers, for women in the middle of the skills distribution, and in countries that have lower rates of female employment.

    Cluster-Seminar Öffentliche Finanzen und Lebenslagen Labor Market Responses to Tax Reforms

    In a high-tax labor market like France, tax reductions are a popular tool to support employment of low-wage workers. The welfare implications of these exemptions go beyond the directly affected. We ask three questions. First, because employment and wages are determined by both supply and demand of labor, what are the equilibrium effects of tax reductions on different workers? Second, since policy-makers' horizons may be short, are short-run effects very different from long-run outcomes? Finally, thirdly, who should benefit from tax reductions? To answer these questions we estimate an equilibrium search-and-matching model with worker and firm heterogeneity based on French administrative data. While a narrowly focused low-wage tax reduction has distributional advantages, it negatively affects productivity by encouraging job creation from low-productivity firms, making it harder for high-productivity workers to find suitable matches. We simulate short-run effects on employment and welfare and find that they may be contrary to the long-run equilibrium effects.

    Cluster-Seminar Öffentliche Finanzen und Lebenslagen The Value of Partial Retirement for Labor Supply, Public Balances and Income Inequality - Evidence from a Structural Analysis

    This paper develops a structural dynamic retirement model to investigate effects and corresponding underlying mechanisms of a partial retirement program in Germany on labor supply, fiscal balances and the pension income distribution. The structural approach  allows to disentangle the two counteracting mechanisms that drive the employment effects of partial retirement: 1) the crowd-out from full-time employment, and 2) the movement from early retirement or unemployment to partial retirement. It also allows to investigate the isolated role of financial compensations in a partial retirement program. The analysis is based on a unique administrative dataset that collects biographical information on full employment histories and combines information on partial retirement take-up with information on individual pension levels. For this purpose I subsequently perform three counterfactual policy simulations: 1) full access to partial retirement 2) an increase of the normal retirement age from 65 to 67, and 3) Adding wage and pension compensations to partial retirement. The results show negative employment effects but potentially positive fiscal consequences as well as a reduction in pension income inequality when partial retirement is introduced. Wage and pension compensations in partial retirement do not substantially affect employment behavior but pension compensations proof necessary to avoid an increased risk of old-age poverty when access to partial retirement is unrestricted.
