Astrid Cullmann ist wissenschaftliche Mitarbeiterin in der Abteilung Energie, Verkehr und Umwelt. Sie beschäftigt sich mit Produktivität und Regulierung öffentlicher Unternehmen. Ein Schwerpunkt ihrer Arbeit liegt dabei auf kommunalen Infrastrukturunternehmen im Bereich der Energie- und Wasserwirtschaft. Astrid Cullmann ist ebenfalls Hochschuldozentin am Lehrstuhl für Ökonometrie und Wirtschaftsstatistik an der TU Berlin. Sie studierte Volkswirtschaftslehre an der Freien Universität Berlin und der Universität Carlos III in Madrid. Sie promovierte 2009 in Wirtschaftswissenschaften an der TU Berlin.
