The SOEP Innovation Sample (SOEP-IS) is a panel study that allows researchers from the scientific community to submit innovative research ideas for inclusion in the annual data collection. Each year, SOEP-IS surveys approximately 5,000 respondents from households across Germany. Data collection is conducted primarily through Computer-Assisted Web Interviews (CAWI, approximately 75%), with the remaining interviews conducted through Computer-Assisted Personal Interviews (CAPI, approximately 25%).
Researchers may propose short modules of approximately 3 to 4 minutes. Modules may include not only survey questions, but also innovative research methods such as experiments, behavioral tasks, or biomarker collection. Standard data collection is free of charge for modules that are accepted following evaluation and peer review.
Researchers interested in participating in the SOEP-IS 2028 data collection are invited to submit a first-stage module proposal by completing the short submission form by 15 January 2027. Pre-selected proposals will be announced by 15 February 2027, and applicants will be invited to submit a full proposal by 30 April 2027.
The main selection criteria include:
● the suitability of the research topic and design for the SOEP-IS panel;
● the novelty and relevance of the research question;
● the extent to which the research question benefits from the panel structure or characteristics of the SOEP-IS sample;
● the scientific merit of the proposed research and its potential to generate high-impact scientific publications.
We also aim to ensure diversity across disciplines, methodological approaches, and research topics within each data collection wave.
We expect to accept approximately 15 innovative modules per year, corresponding to an acceptance rate of around 25%.
As an alternative to the standard module application process, researchers may submit a grant-based application. Before submitting a grant proposal that includes a potential SOEP-IS module, researchers can contact us to assess its suitability. If the module is considered suitable, SOEP-IS can provide a letter of support for the grant application.
If the grant is awarded, the module does not undergo the standard SOEP-IS peer-review process, as we recognize the external peer review conducted by the funding body.
Unlike standard accepted modules, however, grant-based modules must cover the costs of their data collection. This reflects the additional resources required and ensures that the publicly funded standard SOEP-IS survey time remains available as a public good for competitively selected modules.

The SOEP Innovation Sample (SOEP-IS) enables innovative data collection for the scientific community. It is particularly suited for:

SOEP-IS gives researchers the opportunity to collect household-level microdata directly related to their own research questions. It is particularly valuable for projects that require panel information about households and the attitudes or behaviors of their members. Examples of implemented innovation modules include behavioral experiments, Implicit Association Tests (IATs), and complex time-use measures such as the Day Reconstruction Method.
Data collected from innovation modules are exclusively available to the submitting researchers for 12 months. After this embargo period, the data are made available to all researchers who have signed a SOEP user agreement. Please note that all researchers, including those whose modules are accepted, must sign the SOEP user agreement.
The Standard Application Procedure is open to researchers from all scientific disciplines who wish to propose new survey modules for inclusion in SOEP-IS. The Collaborative Grant-Based Application is designed for researchers planning to include a SOEP-IS module as part of a third-party grant proposal (e.g., DFG, ERC) in coordination with SOEP. While both paths follow the same principles of transparency, peer review, and scientific quality, each has its own time allocation within the annual SOEP-IS data collection. Modules submitted through the grant-based path cannot displace or reduce the time reserved for standard applications. This ensures a balanced use of survey resources and equal access for all researchers.
The standard SOEP-IS application process consists of two stages:
All accepted modules, including repeated or previously approved modules, must submit valid IRB or ethics approval to SOEP-IS by 1 October 2027. Data collection cannot proceed without the required ethical approval.
Accepted modules are scheduled for implementation in the 2028 SOEP-IS data collection. Proposals that are not selected may be revised and resubmitted in a future call. The data collection is scheduled to take place between August 2028 and May 2029.
Module proposals must be submitted via the online form no later than January 15, 2027 (23:59 CET).
Proposals will be evaluated by a scientific committee consisting of researchers from SOEP (SOEP-Core and SOEP-IS), the SOEP Survey Committee, and external academic experts.
Decisions are based on several criteria such as scientific merit, suitability, and feasibility, considering limited survey time and sample size. Modules that are scientifically strong but too long, complex, or resource-intensive may be declined.

Data collection for the 2028 survey year is scheduled between Q3 2028 and Q2 2029. Final raw data are expected to be available for release to the submitting researchers in Q3 2029. The 12-month embargo period begins upon delivery of the data.
SOEP-IS supports researchers who wish to include a SOEP-IS survey module in a third-party grant application, such as applications to the DFG, ERC, or comparable funding agencies.
Researchers should contact SOEP-IS at least three months before submitting their external grant proposal. In principle, applications should be submitted through the first-stage SOEP-IS application form available on the SOEP-IS website. However, we acknowledge that grant application deadlines vary, and researchers may therefore also contact us via e-mail throughout the year.
While applications under this scheme are accepted on a rolling basis, applicants seeking inclusion in the 2028 wave should approach us no later than December 01, 2026 (23:59 CET). This allows us to coordinate questionnaire time and sample capacity in a fair and timely manner. Applications received after this date can only be considered for the 2029 wave.
Applications submitted through this path undergo a fast-track SOEP-IS review focusing on feasibility, technical integration, and methodological fit with the SOEP-IS design. The scientific merit of the proposal is primarily assessed by the external funding body (e.g., DFG or ERC).
If the module is deemed feasible, SOEP-IS will:
● issue a support letter confirming the module's feasibility for inclusion in the grant application; and
● grant access to the second-stage SOEP-IS application process.
If the external grant is approved, the researcher must submit the final second-stage SOEP-IS application by April 30, 2027. This application may also be prepared in parallel with the external grant process. If the external grant proposal is not funded, the corresponding SOEP-IS module proposal will not proceed.
All collaborative grant-based proposals are reviewed according to fair and transparent procedures. SOEP-IS is committed to ensuring equal treatment of applicants and maintaining the credibility of its review process. We therefore consider only applications submitted in a timely manner and in accordance with the same general scientific and methodological standards that apply to standard module applications.
Each year, SOEP-IS allocates approximately ten minutes of total questionnaire time to grant-based modules. As available questionnaire time and sample capacity may vary from year to year, exact allocations cannot be guaranteed.
The standard guidance regarding module length also applies to grant-based applications: modules should generally require around 3 minutes, with a maximum of approximately 4 to 5 minutes. Grant-based submissions are not a pay-as-you-go data collection service. This application route was developed to accommodate the different budgeting and planning requirements of externally funded academic research.
Projects following this path are expected to cover their own data collection costs, including sampling, programming, and fieldwork. This arrangement is intended to support cost recovery rather than commercialization and to ensure that SOEP-IS remains a sustainable public research infrastructure.
These charges reflect the additional resource burden that a grant-based module places on SOEP-IS, particularly scarce questionnaire time, sample capacity, and associated operational work such as programming, fielding, quality control, and coordination. Costs are limited to these marginal, module-specific expenses and do not duplicate funding for ongoing SOEP-IS core operations.
This pathway allows researchers to develop externally funded modules that can be integrated into SOEP-IS while preserving the survey's scientific standards and public-good mission.
SOEP-IS reserves the right to reject a proposal even after initial feasibility approval if methodological, operational, budgetary, capacity-related, or quality concerns arise. In such cases, the decision will be reviewed by the SOEP Directorate Board, and applicants will receive a written explanation.
