Update of the Scales Manual now available

The scales manual has now been extended and updated with survey contents including 2020 (v37).

The scales manual has been converted to the SOEPlong variable scheme and, in addition to being published in the SOEP Survey Paper, is also integrated in the SOEPcompanion.
