Copayments for Ambulatory Care in Germany: A Natural Experiment Using a Difference-in-Difference Approach

In response to increasing health expenditures and a high number of physician visits, the German government introduced a copayment for ambulatory care in 2004 for individuals with statutory health insurance (SHI). Because persons with private insurance were exempt from the copayments, this health-care reform can be regarded as a natural experiment. We used a difference-in-difference approach to examine ...

    Do Regional Price Levels Converge?

We investigate price level convergence on the base of regional data for 439 German districts.. - First and second generation tests are applied to the overall consumer price index as well as to the index without housing prices. They indicate a lack of regional price convergence. The. - second generation tests reveal that the source of the unit root is likely common for all regions. One rationale of ...

A Nonparametric Efficiency Analysis of German Public Transport Companies

In this paper, we present a nonparametric comparative efficiency analysis of 179 communal public transport bus companies in Germany (1990-2004). We apply both deterministic data envelopment analysis (DEA) and bootstrapping to test the robustness of our estimates and to test the hypothesis of global and individual constant returns to scale. We find that the average technical efficiency of German bus ...

Does Distance Determine Who Attends a University in Germany

We analyze the role of distance to the nearest university in the demand for higher education in Germany. Distance could matter due to transaction costs or due to neighbourhood effects. We use data from the German Socio-Economic Panel (SOEP) combined with a database on university postal codes to estimate a discrete choice model of the demand for higher education. We show that - controlling for other ...

Risk Attitudes and Reservation Wages of Unemployed Workers: Evidence from Panel Data

This paper studies risk attitudes of unemployed job seekers and their relationship to self-reported reservation wages. We find that risk aversion is prevalent, and that reservation wages decrease slightly over time. Furthermore, risk aversion and reservation wages are negatively correlated.

"Klin"-ing up: Effects of Polish Tax Reforms on Those in and on Those Out

In 2007 and 2008 Polish governments introduced a series of reforms which led to a substantial reduction in the tax "wedge" (in Polish: "klin") on labour. These consisted of reductions in the disability rate of social security contributions (SSCs) and an introduction of an income tax credit for families with children. We show that the SSCs reforms on their own brought much greater reductions in the ...

The Returns to Cognitive Abilities and Personality Traits in Germany

We provide the first joint evidence on the relationship between individuals' cognitive abilities, their personality and earnings for Germany. Using data from the German Socio-Economic Panel Study, we employ scores from an ultra-short IQ-test and a set of measures of personality traits, namely locus of control, reciprocity and all basic items from the Five Factor Personality Inventory. Our estimates ...

Inefficient Arbitrage in Inter-regional Electricity Transmission

This paper analyzes the efficiency of an explicit ex ante auction for network access to facilitating trade between two separate, but linked, electricity wholesale markets. It is generally assumed that greater regional interconnection will mitigate the exercise of local market power by dominant generators, but we show analytically that when a dominant player has access to a more competitive neighboring ...

Childhood Family Structure and Schooling Outcomes: Evidence for Germany

We analyze the impact on schooling outcomes of growing up in a non-intact family in Germany. We find that this experience is associated with worse outcomes according to estimates from models that do not control for possible correlations between common unobserved determinants of family structure and educational performance. Evidence of adverse effects emerges also when endogeneity is accounted for. ...

Optimal Taxation: The Design of Child-Related Cash- and In-Kind-Benefits

In this paper, we empirically derive the welfare function that guarantees that the current German tax and transfer system for single women is optimal. In particular, we compare the welfare function conditional on the presence and age of children and assess how recent reforms of in-kind childcare transfers affect the welfare function. Our analysis is based on a discrete model of optimal taxation. We ...
