Estimation of Annual Vehicle Mileage Based on Odometer Readings

Unlike many other countries, the estimation of mileage travelled by motor vehicles registered in Germany cannot use data on odometer readings collected periodically during obligatory technical vehicle inspections. To fill this data gap, the project's objective is the implementation of a procedure for submitting mileage data from odometer readings together with additional vehicle data from the Technical Inspection Agencies to the Kraftfahrt-Bundesamt (KBA, Federal Bureau of Motor Vehicles and Drivers), and to use these data for estimating the annual mileage driven by motor vehicles registered in Germany.
Vehicle data will be submitted on a voluntary basis from the inspection agencies, since no legislative regulation exists so far to make the odometer data submission an obligation. As a consequence, not all inspection agencies can be expected to participate in the data collection process. The extrapolation and estimation of annual km-values is therefore difficult and a main task. For the protection of data privacy, no identification number of the individual vehicle will be transferred. Only the vehicle's manufacture code number, an identification number of its type (model), data of its first registration and finally the actual odometer reading will be submitted to the KBA.

 

The project consists of two main tasks:

  1. Finding and implementing a procedure for the odometer data collection, and
  2. developing a method of extrapolation of these data to calculate annual average vehicle mileage differentiated by type of vehicle, mode of drive and additional attributes.
