According to the European directive establishing a scheme for greenhouse gas allowance trading each Member State shall develop a national allocation plan (NAP) stating the total quantity of allowances and how it proposes to allocate them. In 2006 the Member States have to notify their plans for the trading period 2008-12. The objective of this project is to support the government in the design of the NAP for Germany on the basis of scientific analyses and assessments.
