More People, More Jobs: Urban Renaissance in Germany

Germany's big cities are gaining in attractiveness both as a place for living and as a location for companies. Even as Germany's total population is declining, the population of cities increased by nearly 3 percent between 1999 and 2008. The same is true for spatial shifts in the economy: During the past 10 years employment in big cities increased by nearly 4 percent while stagnating in Germany as ...

    Carbon Markets and Technological Innovation

This paper examines the effects of firm-level innovation in carbon-abatement technologies on optimal cap-and-trade schemes with and without price controls. We characterize optimal cap-and-trade regulation with a price cap and a price floor, and compare it to the special cases of pure taxation and a simple emissions cap. Innovation shifts the tradeoff between price- and quantity-based instruments towards ...

Measuring Regional Inequality by Internet Car Price Advertisements: Evidence for Germany

We suggest to use Internet car sale price advertisements for measuring economic inequality between and within German regions. Our estimates of regional income levels and Gini indices based on advertisements are highly, positively correlated with the official figures. This implies that the observed car prices can serve as a reasonably good proxy for income levels. In contrast to the traditional measures, ...

Strategic Behavior and International Benchmarking for Monopoly Price Regulation: The Case of Mexico

This paper looks into various models that address strategic behavior in the supply of gas by the Mexican monopoly Pemex. The paper has three very strong technical results. First, the netback pricing rule for the price of domestic natural gas (based on a Houston benchmark price) leads to discontinuities in Pemex's revenue function. Second, having Pemex pay for the gas it uses and the gas it flares increases ...

The Business of Piracy in Somalia

This article argues that it will be difficult, if not impossible, to control Somali piracy for four reasons. First, Somali piracy is a land-based problem and naval control mechanisms are not changing the incentives for pirates. Second, improving Somalia's anarchic political situation will not necessarily stop piracy. Our analysis demonstrates that piracy is a business which improves with a more stable ...

Start Time and Worker Compensation: Implications for Staggered-Hours Programs

There is little known about the effects of staggered-hours programs that affect workers' working schedules to mitigate peak congestion. We examine the effect of workers' morning start times on their wages for Germany. In contrast to previous work based on cross-section data, we demonstrate that wages are not, or may be, a slight inverse U-shaped function of start time suggesting that staggered-hours ...

Implementing CDM Limits in the EU ETS: A Law and Economics Approach

The EU Emissions Trading Scheme (EU ETS) is the main instrument to reduce greenhouse gas emissions in Europe. Subject to a country specific limit, installations in the EU ETS can use EU allowances (EUA) and certified emissions reductions (CERs) generated through the Clean Development Mechanism (CDM) to fulfil their emission reduction target. The CDM encourages and finances emission reduction projects ...

Toward a Combined Merchant-Regulatory Mechanism for Electricity Transmission Expansion

Electricity transmission pricing and transmission grid expansion have received increasing regulatory and analytical attention in recent years. Since electricity transmission is a very special service with unusual characteristics, such as loop flows, the approaches have been largely tailor-made and not simply taken from the general economic literature or from the more specific but still general incentive ...

Do Sporty People Have Access to Higher Job Quality?

Very little attention has been paid to the impact of sports participation on the labour market in the European academic literature while it has received significant recognition in the United States. We consider sports practice as a way to improve or signal non-cognitive skills endowment. And it is known that non-cognitive skills are an important determinant of success in life. Therefore we decided ...
