The (Pseudo-) Liberalisation of Russia's Power Sector: The Hidden Rationality of Transformation

This paper discusses the problems of adjustment of the Russian power sector to the challenges for building up a new institutional structure according to political and market requirements and uncovers the reasons why the implementation of a pool regulation model initiated in 1992 was not successful. It identifies the purely formal nature of implementation of the model as well as demonetarisation and ...

Regional Conversion in the Russian Case

Decentralization has put increasing power at the disposal of regions to support conversion processes in Russia since 1992. There is, however, no clear-cut relation between the defense dependency of regions and their conversion success. Other factors, such as exports of any kind, the composition of regional industrial demand for nondefense goods, and the availability of shock absorbers - such as small ...

Energy Demand until 2010 in Ukraine

The economic development and environmental soundness of Ukraine is hampered and even threatened today by an outdated energy system, which delivers energy to the customers at high (internal and external) costs. Painful changes are necessary to adapt this system to the requirements of a market economy and international competition. Realistic projections of future energy consumption may help to clarify ...

Do the Russians Really Save that Much? Alternative Estimates from the Russian Longitudinal Monitoring Survey

We use a new independent survey of 4000 Russian households (the Russian Longitudinal Monitoring Survey or RLMS) to study their saving behavior. The RLMS household saving rate (12%) is less than half the official figure (29%). Despite the massive changes of the transition, the Russian household saving rate of 1994 cannot be shown to be different from that of 1976. The patterns of Russian household saving ...

A Mixed Approach and a Distribution-Free Multiple Imputation Technique for the Estimation of a Multivariate Probit Model with Missing Values

In the present paper a mixed generalized estimating/pseudo-score equations (GEPSE) approach together with a distribution-free multiple imputation technique is proposed for the estimation of regression and correlation structure parameters of multivariate probit models with missing values for an ordered categorical timeinvariant variable. Furthermore, a generalization of the squared trace correlation ...
