Germany's Shift from Coal Offers Lessons for Just Transition Policy

As COP26 drew to a close earlier this month, almost 200 nations agreed to “phase down” coal power in the coming years. How this is done, for coal and other fossil fuels, will have implications for individuals and communities that depend on these resources for their livelihoods.  The first case study conducted by DIW Berlin focuses on Germany and the efforts it has undertaken to support ...

Increasing employment and family care? A structural analysis of pension and long-term care policy reforms

We develop a comprehensive life-cycle model of elder parent care and work to evaluate options that address pressing conflicts between pension and long-term care (LTC) policies. Many OECD countries react to challenges of demographic change by increasing LTC by family members (informal care) and raising retirement ages. This intensifies conflicts between paid employment and informal care provision....

The Term Structure of Currency Futures' Risk Premia

The use of futures instead of forwards exchange contracts completes the maturity spectrum of the correlation between spot yields and the premium. We find that the forward premium puzzle appears to be a precrisis phenomenon and is only observed for maturities longer than about 1 month. Differences in the exposure to risk help to explain cross-sectional spreads in currency excess returns. However, this ...

In a World with Many Targets, One-Dimensional Target Indicators Will Always Be Bypassed

It is striking that economists in particular firmly believe in the benefits of rule-binding, even though this belief runs counter to the standard assumption of economic theory that we humans are self-interested and therefore extremely resourceful when it comes to circumventing inconvenient government regulations, e.g. taxes. In Public Choice Theory, politicians are even assumed to have nothing but ...

The Effectiveness of Interventions to Reduce Informality in Low- and Middle-Income Countries

Labor markets in low- and middle-income countries are characterized by high levels of informality. A multitude of interventions have been implemented to increase the formalization of firms and workers, including information campaigns, simplified registration procedures, reductions of payroll taxes, and interventions enforcing formalization. We compile a database of 170 impact estimates from 38 academic ...

    Financial Literacy and Intertemporal Arbitrage

We study the role of financial literacy for inter-temporal decision-making using an adapted version of the Convex Time Budget Protocol (Andreoni and Sprenger 2012). While we find no evidence of dynamically inconsistent preferences in the aggregate, we document substantial heterogeneity in choice-patterns and estimated parameters at the individual-level: We find that subjects with higher levels of financial ...
