The influential Indian Parliamentarian Mr. Jayant Sinha envisages a global climate alliance building on the concept of the European Union and its Green Deal – a community attractive to its members because it addresses the diverse needs and ensures that joint action benefits all. To ensure the inclusive nature and broaden the political ownership of such an initiative, Mr. Sinha launched a report on a Global Climate Alliance at the inception conference of the T20 on January 14th (link). Will India use its G20 presidency to advance such a global climate alliance and be the anchor in the G20 like Germany’s initiative for a climate club, in its G7 presidency? The concepts have converged in many dimensions. In particular, the climate club is no longer seen primarily as a joint effort to pursue carbon pricing while creating incentives to join using a carbon border adjustment mechanism. Instead the three pillars of the G7 Climate Club as well as the climate alliance report outline a variety of elements of cooperation.
In the panel co-organized with the Multinational Development Policy Dialogue of KAS, we will discuss, how a climate club/alliance can serve as an umbrella for individual sectoral initiatives, how it could facilitate finance for climate action, and how a focus on transformational targets could contribute to tangible outcomes in the coming years.
