Growing downside risks to the economic outlook, together with well-known structural weaknesses, make still more pressing the need for strong reflection on European policy priorities. How can we improve productivity and competitiveness in the EU and in Germany? Is current investment adequate given crisis legacies and the challenges lying ahead? What strategies are needed to foster innovation as a driver of long-term growth, and to master new challenges arising from digital transformation?

The event will debate challenges for Europe and Germany with regard to technological transformation, skills and financing. It will present findings from the recent EIB Investment Report ”Retooling Europe’s economy”, a comprehensive analysis of investment trends and drivers. This draws on new results from the EIB Investment Survey, a unique datasource providing insights on corporate investment activity for Germany and the EU. The presentation will also cover an in-depth study of innovation, investment in intangible assets and digitalisation as drivers of productivity growth.

Debora Revoltella is the Chief Economist of the European Investment Bank. Since her arrival at the EIB in 2011, Debora Revoltella has designed and led the work for flagship publications such as the EIB Investment Report, a series of policy working papers and other regional specific research. She launched the idea and led the process for the design and implementation of the EIB Investment Survey, a new survey covering 12,500 European firms which has become a unique asset in terms of understanding investment dynamics in Europe. She was behind the EIB partnering with the EBRD and the World Bank for the Enterprise Survey for the MENA region in 2015 and for the whole neighbouring region in 2017. Debora Revoltella was the Chief Economist at UniCredit for Central and Eastern Europe from 2001 to 2011, developing the department into a leading research centre for the region. She holds a degree in Economics and a Master in Economics from Bocconi University as well as a PhD in Economics from the University of Ancona in Italy.

is the Head of the Department Research, Industrial and Economic Policy at BDI (Federation of German Industries).


Florian Moritz is Head of the Economic, Finance and Fiscal Policy Department at the Federal Executive Board of the German Federation of Trade Unions, DGB (Deutscher Gewerkschaftsbund).

Heino von Meyer is the Head of the OECD Berlin Centre.
